For vehicles that are subject to type approval and for which no type approval or general operating permit (ABE) is available, the operating permit must be issued by the registration authority before the vehicle is put into operation for the first time.
For motor vehicles that do not belong to an approved type, an official approval confirming that these vehicles comply with the applicable regulations is required before they can be admitted to road traffic.
For new vehicles of categories M (passenger cars, motorhomes, buses), N (light and heavy trucks) or O (trailers) for which no type approval or EU-wide individual approval in accordance with Regulation (EU) 2018/858 Art. 44 is available, a national EU individual approval in accordance with Regulation (EU) 2018/858 Art. 45 in conjunction with Section 13 of the EC Treaty is required. V. m. § 13 EG-FGV to be applied for. Together with the application for individual approval, the approval authority must be presented with an expert opinion prepared at the applicant's expense by an officially recognized expert who belongs to a technical inspection body for motor vehicle traffic or a technical service designated for the assessment of complete vehicles.
For all other new or used vehicles subject to type approval for which no type approval, national type approval (general (ABE) or in individual cases (EBE)) or EU-wide or national EU individual approval exists, a national individual type approval must be applied for in accordance with Section 21 of the Road Traffic Licensing Regulations (StVZO).
This also applies if you have received an expert opinion in accordance with Section 21 StVZO from an officially recognized expert or a technical service due to modifications to the vehicle that have caused the operating permit to expire (e.g. gas system installation, suspension modifications, etc.), as the operating permit must be reissued as an official permit.
