Prüfingenieur/-in für Standsicherheit; Anzeige über die Aufnahme der Tätigkeit bzw. Beantragung der Bescheinigung über die Erfüllung der materiellen Anforderungen

The Bayer. State Ministry for Housing, Construction and Transport accepts notifications of the commencement of work as a test engineer for stability and decides on the application for the issue of the certificate of fulfillment of the requirements as a test engineer.

In Bavaria, only those who have been recognized by the Bavarian State Ministry for Housing, Construction and Transport may use the title "Test Engineer for Structural Safety" in a specific discipline.

Test engineers for structural safety are specially qualified civil engineers who are recognized in a prescribed procedure by the Bavarian State Ministry of Housing, Building and Transport for the fields of solid construction, metal construction and timber construction.

Inspection engineers carry out building supervisory inspection tasks in their respective specialist area on the basis of the Bavarian Building Code or regulations based on the Bavarian Building Code. They check the completeness and correctness of the stability certificates for certain special buildings on behalf of the building supervisory authority in a sovereign capacity (see Art. 62a Para. 2 BayBO).

They monitor the proper execution of construction work with regard to the stability certificates they have checked (Art. 77 Para. 2 Sentence 1 No. 1 BayBO and § 13 Para. 5 PrüfVBau).

Foreign test engineers, i.e. those who are established in another member state of the European Union (or equivalent state) to perform this task, are authorized to work as test engineers in Bavaria under certain conditions. They must give prior notification of the first-time provision of services or apply for a certificate of compliance with the material requirements.

• Notification of the first performance of the service:
  • Certificate of legal establishment in a member state of the EU (or equivalent state) for the performance of the activity
  • Proof of fulfilment of comparable requirements for the exercise of the activity in the state of establishment
• Request for certification:
  • Certificate of legal establishment in a member state of the EU (or equivalent state) for the performance of the activity
  • Proof of actual fulfilment of the recognition requirements

Persons who are established in another member state of the European Union (or equivalent state) to perform this task are authorized to work as a test engineer in Bavaria if they

• have a comparable authorization with regard to their field of activity and had to meet comparable requirements with regard to the recognition requirements and proof of knowledge (1st alternative) or
• if the recognition authority has certified that they meet the requirements with regard to the recognition requirements, proof of knowledge and scope of activity for recognition as a test engineer (2nd alternative).

A further requirement is that they have a good command of written and spoken German.

The notification or application is not required if a notification has already been made or a certificate has been issued in another country of the Federal Republic of Germany.
