In order to practice medicine without a medical license or license to practice medicine, a permit is required in accordance with the Heilpraktikergesetz. Various requirements must be met for this.
The Heilpraktiker license may not be restricted to individual areas. There is an exception for the field of psychotherapy and for the healthcare professions of physiotherapy, speech therapy, occupational therapy and podiatry.

(e.g. birth certificate, curriculum vitae in table form, current medical certificate, current official certificate of good conduct, proof of school-leaving qualification)
The applicant must have reached the age of 25 and be able to prove that they have completed at least a primary school education. Furthermore, the following are required for the granting of a non-medical practitioner's license
- reliability
- health-related professional aptitude
- Verification of knowledge and skills by the health administration of the responsible district office or - if district-free cities have their own health department - by the health department of the district-free city
- Costs in accordance with the Costs Act for the decision on the application (150 to 500 euros).
- Plus fees and expenses for the knowledge check by the competent health authority in accordance with the list of costs under the Costs Act or the Annex to the Health Fees Ordinance (up to EUR 500)
