In Bavaria, in addition to the Bavarian police, the municipalities are also authorized to prosecute and punish certain traffic offences. Traffic monitoring is primarily aimed at increasing road safety.
The municipalities are entitled to prosecute and punish certain traffic offenses (Section 24 StVG) in accordance with Section 88 of the Competence Ordinance.
- Monitoring of stationary traffic (e.g. stopping and parking violations)
- Speed enforcement
- Traffic offenses by cyclists on sidewalks
- Violations of the following traffic signs
- Sign 220 (one-way street) in conjunction with sign 267 (no entry), if the traffic offense is committed by cyclists,
- Sign 237 (cycle path),
- Sign 239 (footpath),
- Sign 240 (shared footpath and cycle path),
- Sign 241 (Separate footpath and cycle path),
- Signs 242.1 and 242.2 (beginning and end of a pedestrian zone),
- Signs 244.1 and 244.2 (start and end of a cycle lane),
- Signs 325.1 and 325.2 (beginning and end of a traffic-calmed area).
Municipalities can carry out traffic monitoring independently or in cooperation with other municipalities (e.g. participation in a special-purpose association).
