The pilot funding program "Heimat.Engagiert" is intended to support local heritage projects throughout Bavaria with a one-off fixed amount of EUR 2,000. The cooperation partner of the project is the Bavarian State Association for the Preservation of Local Heritage.

Purpose and object

The pilot program "Heimat.Engagiert" supports up to 40 projects per year that deal with the maintenance and communication of local history and cultural forms in a special or innovative way in connection with locally outstanding content.

When implementing the project, attention must be paid to an inclusive and open design (open concept of Heimat).

Recipient of the grant

In principle, all natural and legal persons under private and public law in the non-municipal sector are eligible to apply.

Eligible expenditure

Funding can be provided in particular for expenditure on

  • publications of particular value for the preservation of local history,
  • events,
  • exhibitions,
  • the restoration of association inventory that is particularly valuable from a local history perspective,
  • the purchase of exhibition inventory,
  • the restoration of exhibition inventory that is particularly valuable from a local history perspective,
  • technical possibilities for the presentation of local history, including the development and implementation of new forms of presentation,
  • signposts and information boards.

Also eligible for funding are projects that sensitize people to special features of the preservation of local history and customs.

In particular, funding is not available for

  • Building projects, including renovation, and
  • the purchase of new furniture, clothing, instruments or equipment customary to the association.

Also excluded from funding are projects that are very common regionally or throughout Bavaria and therefore have no special or innovative character, such as the restoration of (club) flags, maypole plaques, marksmen's targets, the organization of (club) festivals and trips or similar ("typical mass projects"). Existing, recurring series of events and publications are also excluded.

Type and amount

The grant is awarded as a non-repayable subsidy (project funding) with a fixed amount of EUR 2,000.

Voraussetzungen

In principle, all natural and legal persons under private and public law in the non-municipal sector are eligible to apply. The prerequisite is that the applicants do not primarily pursue commercial interests with the project.

In the context of the "Heimat.Engagiert" pilot funding program, the term "extra-municipal area" is to be understood in such a way that municipal institutions are excluded from the application process. Applicants may therefore not be local authorities (municipalities including cities and towns, districts or counties) or initiatives, associations or other legal entities under municipal sponsorship. The heritage custodians appointed by municipalities are assigned to the municipal sponsorship and are therefore not entitled to submit applications.

Verfahrensablauf

Applications for funding must be submitted to the Bavarian State Ministry of Finance and Home Affairs as the granting authority via the digital application platform provided (see "Online procedure").

Applications for funding can be submitted throughout the year by March 31 or October 31 (deadline). Projects are selected and approved following the respective deadline as part of a collective meeting. The funding of EUR 2,000 is paid out in one lump sum immediately after approval.

Each funding recipient may only submit one application per collective deadline.

Bearbeitungsdauer

After the deadlines of March 31 and October 31, decisions are made on the applications received in collective meetings. Payments are then made to the approved projects.

Applications can be submitted throughout the year until March 31 and October 31 (deadlines).

Hinweise

Grants may only be approved for projects that have not yet been started. The approval authority may approve the early start of the project in individual cases. The project must not have been completed by the deadlines of March 31 and October 31.

The grant may not be passed on.

Proof of use must be submitted to the approval authority within six months of fulfillment of the purpose of the grant, but no later than the end of the sixth month following the approval period. If the deadline is exceeded, the grant notification may be revoked in whole or in part.

A confirmation of use with the content specified in sample 4a of Art. 44 BayHO without submission of receipts is permitted.

Grants are awarded without legal entitlement within the scope of the available budget funds.

Rechtsbehelf

An action may be brought against a decision within one month of its notification at the Bavarian Administrative Court in Munich (postal address: Postfach 20 05 43, 80005 Munich; street address: Bayerstraße 30, 80335 Munich) in writing, for the record of the clerk of the court or electronically in accordance with the conditions set out on the website of the administrative courts.

The complaint must identify the plaintiff, the defendant (Free State of Bavaria) and the subject matter of the dispute and should contain a specific request. The facts and evidence serving as grounds should be stated and a copy of the contested decision should be attached. Copies for the other parties should be attached to the complaint and all written submissions.
