Allgemeine Gruppenfreistellungsverordnung - AGVO)
The Free State of Bavaria promotes non-publicly accessible charging infrastructures for electric road freight transport.
Purpose
In addition to individual mobility in the passenger car sector, battery electric drives will also become increasingly important in the commercial vehicle sector. The increasing share of battery-electric commercial vehicles requires a demand-oriented network of charging infrastructure ahead of the vehicle ramp-up. The aim of the funding is therefore to set up charging points for electric goods transport vehicles that are not accessible to the public. This is intended to create an incentive for relevant companies operating in the freight transport sector to electrify their vehicle fleets
Object
The procurement, construction or modernization of stationary, non-publicly accessible conductive DC fast charging points with CCS plugs or more powerful plug standards with EU standard in Bavaria, which are intended for charging electric goods transport vehicles, including the necessary grid connection and installation of the charging station, are eligible for funding. Details on eligibility for funding can be found in the funding guidelines and the applicable funding calls.
Recipients of funding
Eligible applicants are commercially active companies with a branch or permanent establishment in the Free State of Bavaria that are active in the field of freight transportation.
Eligible costs
Only expenditure for the acquisition, construction, installation, modernization or expansion of charging infrastructure including grid connection for electric goods transport vehicles is eligible for funding. Expenditure that is not explicitly required to set up or connect the charging infrastructure is not eligible for funding. Details on eligibility for funding can be found in the guidelines.
Type and amount
Charging points and grid connections are funded with a maximum percentage share of 40%. The funding rate is increased by 10 percentage points for SMEs. The specific applicable funding rate will be announced in the respective funding call.
Furthermore, a maximum funding amount has been set. For charging points, this depends on the charging capacity and is between EUR 10,000 and EUR 100,000. For grid connections, the maximum amount is also EUR 10,000 or EUR 100,000.
Essential requirements:
- The project duration until the commissioning of the requested charging points should not exceed 18 months and begins from the date of issue of the corresponding grant notification.
- The grant recipient shall ensure that the subsidized charging infrastructure is in operation for at least three years within the meaning of these guidelines.
- The project must not have begun before the grant is approved or the grant notification is issued.
- The charging infrastructure must be installed and commissioned by specialist companies; the technical and legal requirements must be complied with (e.g. technical grid connection conditions, VDE).
Applications are submitted via the electronic form system of the approval office. An Elster certificate is required for a fully digital application submission. Without Elster authentication, digitally submitted applications must be printed out, signed with a legally binding signature and submitted in writing to the granting authority within four weeks of the postmark.
The submission deadlines are specified in the respective calls for funding. The project may not begin before the grant has been approved.
