Events that take up more of the road than is customary require a permit from the competent licensing authority.
This is a supra-regional event if it also extends to the territory of other federal states or to neighboring countries or if it affects more than three Bavarian administrative districts.
Due to the special impact of supra-regional events, the Bavarian district governments are responsible for coordinating the event with the relevant authorities in other participating federal states and corresponding authorities abroad. This is then the government in whose area the event begins or first touches the territory of Bavaria.
The event and the necessary accompanying measures are regulated by conditions in the permit. This serves to protect both the participants in the event and other road users.
Permitted events are in particular
- cycle races
- motor sport events
- public hikes
- relay races
- special rally stages
- Cycling tours (e.g. BR-Radltour)
Once an application for an event permit has been submitted, the responsible government will usually examine the conditions under which the permit can be granted and the event can be held together with the organizer, the other authorities affected by the event and the police. The summary of the requirements and conditions for the event is issued to the organizer in the form of a permit notice (Section 29 (2) StVO).
The organizer is responsible for obtaining any further permits that may be required abroad. Due to the respective territorial sovereignty, it is not possible, e.g. in areas close to the Austrian border, for the Bavarian authorities to "take care of" the necessary permit procedure there.
