Sponsors of private secondary schools, grammar schools, Waldorf schools (from year 5), vocational schools and secondary schools can receive voluntary state grants for necessary construction measures approved by the school authorities.
Purpose
The funding in accordance with Art. 43 of the Bavarian School Financing Act (BaySchFG) serves to support the providers of private schools and educational institutions in financing necessary measures. The aim is to ensure and expand the quality of the education on offer and to strengthen the educational infrastructure.
Object
In accordance with Art. 43, 45 Para. 3 of the Bavarian School Financing Act (BaySchFG), the sponsors of private, state-recognized and approved secondary schools, grammar schools, Waldorf schools (from grade 5), vocational schools and second-chance schools can be granted a voluntary state subsidy in accordance with the state budget for necessary construction measures approved by the school authorities. Funding is also available for the construction of school sports facilities for the above-mentioned types of school and for private dormitories run by non-profit organizations. The construction or operation of the school or dormitory must be in the public interest.
Eligible costs
Funding is based on the allocation guidelines of the Free State of Bavaria for municipal construction measures in municipal financial equalization (FAZR). Necessary and school-approved construction measures are supported if they are in the public interest. Eligible for funding are state-recognized alternative schools, private dormitories run by non-profit organizations and state-approved schools, provided they meet the requirements of Art. 45 Para. 2 BaySchFG.
Type and amount
The funding is granted as a subsidy.
The type of funding is project funding.
The funding period covers the entire duration of the project.
The amount of funding is up to 50% of the eligible costs according to the analogous application of the guidelines on the allocation of the Free State of Bavaria for municipal construction measures in municipal financial equalization (FA-ZR).

Among other things:
- State approval of the school; in the case of state approval, the requirements of Art. 45 Para. 2 BaySchFG must be met,
- School authorities that are operated by legal entities under public or private law must provide proof of non-profit status (certificate from the tax office),
- Construction has not yet begun,
- necessity of the measure,
- school supervisory approval of the room program,
- school supervisory approval of the concrete planning,
- Securing in rem of any claims for repayment for the duration of the earmarking of the grant (usually 25 years).
- When awarding contracts to fulfill the purpose of the grant, the provisions of public procurement law must be complied with.
Exclusion criteria:
In order to be eligible for the grant, the applicant must provide evidence of a 10% own contribution to the financing as a prerequisite for the grant. This also applies in the case of cumulative funding or the use of several funding programs.
The costs are based on the Costs Act and the Schedule of Costs (current no. 3.I.2 tariff item 4.2) and amount to between €10 and €2,150.
The application must be submitted in writing to the local government with all the necessary documents. After review, the government will decide whether to approve a voluntary state grant.
Early start of measures: Possible after approval
Explanation:
Construction measures may not be started without prior approval from the government. Otherwise the approval of grants in accordance with Art. 43 BaySchFG is no longer possible.
