Leistungssport; Beantragung einer Betriebskostenförderung für eine Trainingsstätte für den Nachwuchsleistungssport

The Free State of Bavaria supports the running costs of competitive sports training facilities (federal/state bases).

Purpose

The purpose of the grants is to provide an optimal support system for the associations' youth competitive sports. The grant is intended to strengthen the willingness of the sponsors to continue to make the facility permanently available for the purposes of youth competitive sport.

Object

Funding is provided for the operating costs of the recognized federal and state bases.

Eligible costs

Current expenditure in accordance with Section 2 Nos. 1 to 17 of the Operating Costs Ordinance (BetrKV), as amended, is eligible for funding unless a different assessment is required due to the special nature of the facility's use for competitive sports.

Type and amount

The funding is granted as a subsidy.
The type of grant is project funding.

Funding for operating costs is granted as a project-related grant by way of fixed-amount funding.

The amount of operating cost funding is based on the available budget amount and the eligible expenditure determined by the Bavarian State Ministry of the Interior, Sports and Integration, taking into account a ten percent own contribution for a funding period. The duration of the funding period is generally three years and is determined by the State Ministry.

  • Documents showing the proportionate use by the junior performance squads under the responsibility of the Free State of Bavaria in the previous year of application (e.g. occupancy plans or squad lists): These documents must be submitted in the first year of the funding period.
  • Confirmation from the relevant responsible Bavarian sports association that the facility was available to junior competitive sports in the recognized sports to the agreed extent in the previous year: This document must be submitted from the first year of the funding period.
  • Current usage agreement with the Bavarian sports association using the facility (not applicable if the association itself is responsible for the facility): This document must be submitted in the first year of the funding period.

The grants are subject to the condition that the competitive sports training facility is available free of charge to the junior squad athletes of the respective Bavarian sports association and other authorized users authorized by the Bavarian State Ministry of the Interior, for Sport and Integration in a condition suitable for competitive sports.

Application

The application must be submitted to the responsible local government. In the first year of the respective funding period, the application must contain the following information and documents:

• The organization responsible for the facility, with address, name and location of the facility, with address
• Types of sport at the facility as recognized by the federal government or the Free State of Bavaria
• Responsible Bavarian sports association
• Amount of the facility's total operating costs in euros in the previous year of application (broken down according to § 2 no. 1 to 17 of the Operating Costs Ordinance)

From the second year of the funding period onwards, only the following information and documents need to be attached to the application:

• Owner of the facility, with address
• Name and location of the facility, with address
• Recognized sports of the facility according to recognition by the federal government or the Free State of Bavaria

Authorization

The respective district government is responsible for approval.

The application must be submitted by September 15, 2025 and must be submitted no later than September 15 of the year preceding the funding year.

The granting of operating cost funding is excluded if other public funding (e.g. from the Free State, the federal government or a local authority) is granted for the operation of a facility. The exclusion does not apply if and to the extent that the other funding was granted for uses other than junior competitive sport recognized at the base at the facility in question (e.g. for elite sport, school sport).

Only operating costs are eligible for funding; therefore, for example, no funding is provided for rental costs, building maintenance or repair costs and personnel costs in the administrative area.

Funding is provided without legal entitlement within the scope of available budget funds.

Administrative appeal

You have one month to lodge an appeal against the grant decision. You will be informed of the competent court to which you can submit an appeal in the notification.
