Through the Bavarian State Chancellery, the Free State of Bavaria promotes measures in the areas of European affairs, Bavaria's international relations and development cooperation.
Measures are supported in the following three areas:
- European affairs:
- Informing the public about the development of the European Union with its historical, societal, cultural, social, economic and political references
- Strengthening the public dialog on the future of the European Union in accordance with the principles of the Bavarian Constitution, the Basic Law of the Federal Republic of Germany and the European Treaties
- International relations
- Maintaining Bavaria's relations with foreign countries and regions
- Dealing with general foreign and security policy developments
- Strengthening the German language and German minorities abroad
- Communicating and presenting Bavaria's cultural identity abroad
- Development cooperation
- Supporting selected countries in their development and their own responsibility, as well as
- Reducing the causes of flight locally, in a meaningful addition to the programs of the European Union and the federal government
- Domestic development policy work
- Raising awareness of global development interdependencies, interdependencies and responsibilities
- The requirements for funding must be proven by suitable documentation, including at least
- complete details of the applicant,
- a declaration of entitlement to deduct input tax,
- a project description and a description of the expected results and effects (as measurable as possible),
- a detailed, binding financing plan showing the provision of the applicant's own contribution of at least 10% of the eligible expenditure,
- information on the planned start and expected end of the project
- a declaration that no other funding will be used for the implementation of the same project,
- a declaration that the project has not yet begun.
- Requirements that the project sponsor must fulfill:
- The organization and internal structure of the grant recipient must guarantee the success of the project and
- ensure that the funds are used appropriately and for the intended purpose, in accordance with the nature, scope and complexity of the project.
- Requirements that the project must fulfill
- a significant state interest in the funded measure that cannot be satisfied without the grant, or not to the extent necessary
- a significant European, international or development policy interest in the funding in accordance with the funding objectives of the funding guideline of 20.12.2023.
- Clearly recognizable reference to Bavaria
- Clearly defined project objectives that are as measurable as possible
- Balanced financing plan
- Secured overall financing
- an appropriate relationship between the grant applied for and the expected long-term and broad impact
- Project objective can be realized within the planned budget and a predefined duration
- The project objective should allow success to be monitored both during the course of the grant and retrospectively.
Applications for project funding can be submitted in writing or by e-mail in German to the Bavarian State Chancellery (Department C I European Affairs and International Affairs) or via the online procedure provided, using a signed application form with detailed justification of the planned use of the grant and attachments.
The Bavarian State Chancellery will make a decision after reviewing the application.
Funding is generally provided in the form of non-repayable grants. Funding is provided for individual projects or programs (project funding); institutional funding is excluded. Funding is provided without legal entitlement within the scope of available budget funds.
