The Free State of Bavaria promotes the amount of carbon dioxide sequestered for the construction, extension and addition of storeys to multi-storey residential buildings and buildings for the purposes of local authorities using timber construction.
Purpose
The aim of the funding is to conserve finite resources by increasing the use of building elements made of wood and other renewable raw materials and to make a significant contribution to climate protection in the construction sector by storing CO2.
Object
The amount of carbon stored as part of the following construction measures in the Free State of Bavaria is eligible for funding:
- New construction, extension and addition of storeys to buildings for the purposes of local authorities in timber construction (buildings for public purposes such as administrative buildings, buildings for social infrastructure such as nursing homes, homes for the disabled, schools and day care centers)
- New construction, extensions and additions to multi-storey residential buildings in timber construction
The new building is to be planned with a gross floor area of at least 300 m2 and the extension and addition of storeys with a gross floor area of at least 100 m2.
Type and amount
The funding is granted as a subsidy.
The type of grant is a project grant.
The grant is awarded as a subsidy without legal entitlement and within the scope of the available budget funds. The amount of the grant is 500 euros per ton of CO2 stored.

- Buildings that meet at least the energy standard corresponding to Efficiency House Standard 55 are eligible. The minimum energy standard for the newly constructed storeys or floors must be complied with in the case of measures involving adding storeys and extensions.
- Timber construction within the meaning of the directive is the use of timber in essential structural elements of buildings. For this purpose, at least the building envelope (outer wall) must be realized in timber construction and two other essential components must be realized in timber construction, such as in particular: the wooden roof construction, ceiling constructions made of wood or wood composite structures, interior walls in timber construction, stairs (overall construction), balconies (overall construction).
- Proof must be provided for the use of renewable, carbon-storing building materials. This is done using the CO2-Tool calculation tool, which is used to determine the amount of renewable raw materials used and the associated storage quantity of CO2.
- The eligible building materials must correspond to the current state of the art, be ready for the market and be suitable for the respective construction project and the construction method to be used. The use of raw materials from sustainable production or management is also a prerequisite.
- Funding can only be provided for measures that have not yet been started.
Eligible applicants are local authorities, also in municipal cooperation in the form of special-purpose agreements and special-purpose associations as well as natural persons and legal entities under public and private law as well as companies and other associations under private law for measures according to No. 2.2 of the guidelines as well as for nursing homes, homes for the disabled, schools and day-care centers.
Exclusion criteria:
Only projects that have not yet been started can be funded.
- The application for funding must be submitted to the responsible district government using the currently valid application forms and the documents specified therein.
- Approval is granted within the framework of the available budget funds according to the order in which applications are received. There is no legal entitlement to funding.
- The government will arrange for the funds to be paid out and will check the proof of use.
Amounts of less than EUR 25,000 per construction project are not funded (de minimis limit). The maximum total grant amounts to EUR 200,000 per construction project (maximum funding limit).
Proof that the funds have been used for the intended purpose must be submitted within three months of completion of the measure by means of a simple proof of use in accordance with template 4 of Art. 44 BayHO.
