Administrative regulation on construction permits for temporary structures and their acceptance for use
Temporary structures are structures that are suitable and intended to be repeatedly erected and dismantled at different locations. They require a construction permit (e.g. tent halls, carousels). This is issued by the inspection authority for temporary structures (TÜV Rheinland Industrie Service GmbH, Berlin regional division).
The construction permit is issued for a limited period (up to five years) after successful examination of the documents submitted, including initial acceptance. It can be extended upon application. The construction permit, its extensions and all associated documents are summarized in a bound inspection logbook, which accompanies the temporary construction at all installation sites.
The application for a building permit must be accompanied by the required construction documents in duplicate.
a) Construction and operating descriptions,
b) Construction drawings on paper, fabric or equivalent material (clear representation of the entire installation, for example on a scale of 1 : 100 or 1 : 50),
c) individual drawings of the load-bearing components and their connections, for example on a scale of 1 : 10 or 1 : 5,
d) structural verifications and safety verifications of the mechanical and electrical components,
e) schematic circuit diagrams for electrical, hydraulic or pneumatic plant components or equipment,
f) drawings of the layout of the escape routes and their dimensions with mathematical verification for tents with more than 400 visitor seats.
The temporary structure must be erected on a trial basis before the building permit is issued. The trial installation may be waived if it is not required to assess the stability or operational safety of the temporary structure.

The execution permit is entered in an inspection logbook. A copy of the original construction documents required for the renewal inspection and the acceptance for use, with the inspection note, must be attached to the inspection logbook.
The inspection logbook must be permanently bound and numbered consecutively.
The work permit is valid for between one and five years, depending on the type of installation and design. It can be extended by the relevant period upon request.
