You can obtain a permit to operate an insemination station or embryo collection or production unit if you meet certain recognition requirements.
If you wish to operate an insemination station, embryo collection or production unit for cattle, pigs, sheep, goats or equidae, you require a permit in accordance with the Animal Breeding Act.
The permit is issued if
- a veterinarian is in charge of the veterinary and technical management of the facility or the performance of the veterinary and technical tasks by a veterinarian who is contractually bound to the insemination station is guaranteed,
- the personnel required for proper operation are available,
- the facilities required for the collection, treatment, storage and delivery of semen are available and
- in the case of an insemination station, the male breeding animals are available.
The permit relates to the respective facility with its operating units and to the respective animal species. It is generally granted for 10 years. It can be reissued.

- the addresses of all parts of the establishment and an indication of their function for the collection, treatment, storage and delivery of the semen or oocytes and embryos

- They can ensure that the animal health requirements necessary to maintain the health of the livestock are met.
- They can ensure that a veterinarian is in charge of the veterinary and technical management of the facility or that a contractually bound veterinarian is responsible for meeting the technical veterinary requirements.
Issuing the permit
- for cattle, pigs and horses: EUR 500.00 - 1,600.00
- for sheep and goats: EUR 100.00 - 300.00
The operator's license must be applied for from the animal breeding authority responsible for the location of the facility.
The procedure is as follows:
- An informal written application must be submitted with the necessary documents for an operating license.
- After checking the recognition requirements by means of an on-site inspection, a decision is made to grant the permit.
- The permit may be issued subject to conditions.
The permit should be applied for at least eight weeks before the planned start of operation of the facility or before the previous permit expires.
- Authorization for the purpose of the collection, treatment, storage and delivery of semen or ova and embryos of farm animals.
- Operators of insemination stations or embryo collection or production units require a permit from the local authority responsible for the location of the facility.
- The permit is limited to Germany and is generally granted for 10 years; it may be renewed.
