The exercise of fishing requires a permit (fishing license) from the competent fishing authority. This is issued
- for professional fishermen to fish with all approved fishing gear;
- for anglers to fish with fishing tackle.
Fishing licenses for professional fishermen may be issued to persons who
- have completed professional fishing training,
- have completed training in fisheries science or
- as the holder of fishing rights linked to certain waters or as a member of a traditional Spreewald fishing community, have successfully completed a special course run by the fishing authority and have reached the age of eighteen. The scope of the fishing license must be limited to these waters.
Fishing licenses for anglers may be issued to persons who
have passed an angling examination in which they have demonstrated sufficient knowledge in the areas of fishing and fishkeeping, maintenance of fishing waters, fishing gear and its use, treatment of the fish caught and relevant legal regulations,
The fishing license is issued for an unlimited period of time in accordance with a model determined by the supreme fishing authority.
A fishing license is not required, for example, for persons who
- fish with a peaceful fishing rod,
- fish with fishing tackle and do not have a main residence in the area of application of the Basic Law and only stay in the area of application of this law for short periods of a calendar year,
Persons who have reached the age of 8 may, upon application, receive a youth fishing license valid until they reach the age of 18. The youth fishing license entitles the holder to use a hand-held fishing rod.

The applicant must have reached the age of 14 (youth fishing licenses can be issued after the age of 8)
The applicant must declare that in the last five years prior to submitting the application, no legally binding conviction for
- fish poaching, theft of fish and fishing equipment or deliberate damage to installations, vehicles, equipment and devices used for fishing or fish farming or hydraulic structures,
- falsification of a fishing license or any other certificate required for fishing,
- violation of fishing, animal disease or water regulations, cruelty to animals or violation of nature conservation laws and no fine has been imposed
- Fee for the lifetime fishing license: EUR 25.00
- Fee for the youth fishing license: EUR 2.50
