Granting of permission to carry weapons for traditional marksmen and for the preservation of customs
A need for the acquisition and possession of single-shot long guns and up to three repeating long guns as well as the ammunition intended for them is recognized for members of an association that carries weapons for the cultivation of customs (custom shooters) if they can credibly demonstrate by means of a certificate from the custom shooters' association that they need these weapons for the cultivation of customs.
For events at which it is customary to carry weapons on special occasions, an exceptional permit to carry the firearms referred to in paragraph 1 sentence 1 and other weapons required for the cultivation of customs within the meaning of § 1 paragraph 2 no. 2 may be granted for a period of five years to a responsible leader of the traditional marksmen's association under the conditions of § 42 paragraph 2 if it is ensured that the necessary care is taken.
Permission to shoot with the firearms referred to in paragraph 1 sentence 1 outside shooting ranges with cartridge ammunition at events in accordance with paragraph 2 may be granted to a responsible leader of the traditional shooting association for a period of five years. It shall be denied if
1. a prerequisite according to § 4 para. 1 no. 1 to 4 does not exist in his person,
2. the observance of the necessary care is not guaranteed,
3. dangers or considerable disadvantages for individuals or the general public are to be feared and cannot be prevented by imposing conditions, or
4. no liability insurance cover in accordance with § 4 Para. 1 No. 5 is proven.
The permit according to sentence 1 can be combined with the exemption permit according to paragraph 2.
Customs marksmen may carry and shoot firearms without a permit in the cases of subsections 2 and 3 or if an exemption permit pursuant to Section 42 subsection 2 has been granted. They may also use the firearms required for the cultivation of customs in connection with events at which it is customary to carry weapons for a special occasion, for which a permit has been issued in accordance with paragraph 2 or §? 42 para. 2 without a permit.
The applicant must have reached the age of 18, have the required reliability and personal suitability, the required expertise and a need.
