The hunting licence is issued by the lower hunting authorities if the applicant meets the following conditions:
- Passed hunter's exam. In Germany, the exact regulation of the hunter's examination is the responsibility of the federal states. The hunter's exam concludes with a complex, three-part, state exam.
- Proof of hunting liability insurance (at least €50,000 for property damage and at least €500,000 for personal injury)
- personal reliability in accordance with the Weapons Act (WaffG), which requires, among other things, an impeccable certificate of good conduct
- Minimum age 18 years, at the earliest 16 years, the youth hunting license associated with restrictions can be issued by the lower hunting authority.
Hunting licences are also available for falconers and foreign citizens.
Documents to be submitted when applying for a hunting license for foreigners:
- Certified copy and German translation of proof of passing the hunter's exam in your home country
- Identity card/passport
- Hunting liability insurance policy
- two passport photos with the initial application
- further documents at the request of the lower hunting authority
The practice of hunting requires a passed hunter's examination, an existing hunting liability insurance and personal and physical aptitude.

Written application for a hunting licence to the lower hunting authority where the hunting is to be carried out or where the habitual residence takes place.
Issue possible at the earliest from the date of application in the current hunting year. Application in good time before the start of the planned hunting practice and before the expiry of the existing hunting license. Duration regularly from the beginning of the hunting year 01/04 of the year to 31/03 of the following year or two or three years later.
Procedures for the issuance of youth hunting licenses, falconer hunting licenses and foreigner hunting licenses sometimes require further documents, which are requested by the lower hunting authority from the applicant in individual cases.
Parallel to the issuance of a new hunting license, paid hunting permits as well as leased hunting district areas must also be submitted for registration.
In justified individual cases, the lower hunting authority may require the applicant to appear in person.
