The organization of a market ("itinerant camp") requires official approval.

The organisation of a travelling camp for the sale of goods or services must be reported to the authority responsible for the location of the event two weeks before the start if the event is to be pointed out by public announcement. This results from § 56a para. 1 sentence 1 GewO.
The hiking camp may only be managed on site by the organizer named in the advertisement or a representative authorized by him in writing; the name of the representative must be communicated to the authority in the notification. If a legal entity acts as an organizer (GmbH, AG, Ltd. ...) a representative must always be indicated, as the legal entity cannot act on site in its own person.

The public announcement shall indicate:

• the type of good or service to be distributed
• the location of the event

The public announcement may not announce:

• gratuitous benefits (goods or services)
• Competitions, raffles, draws

The notification must meet the following requirements:

• 2 copies (not necessary for submission by e-mail or fax)
• the wording and nature of the public announcement must be indicated
• The place and time of the event must be specified
• The name and address of the organiser and the person on whose behalf the goods or services are to be distributed must be indicated (residence or commercial establishment)
• If applicable, the name of the authorized representative of the organizer
• Photocopy of the tour operator's travel trade card

• Completed advertisement form
• Copy of the tour operator's itinerant trade card

in the case of personal filing of the complaint:

• additional identity card or passport

in case of representation:

• additional power of attorney with identity card of the applicant and the authorized representative

in the case of legal entities:

• Copy of the current excerpt from the register (e.g. commercial register, register of cooperatives or associations)

• The organizer of a hiking camp must be in possession of a travel trade card.
• The authorised representative of the organiser in writing must be in possession of a duplicate or a certified copy of the organiser's travel trade card.

• Submission of the advertisement including all required documents
• Forwarding a copy of the notification to the locally responsible Chamber of Industry and Commerce (IHK)
• Confirmation of the notification by the authority after receipt of the opinion by the Chamber of Industry and Commerce

The notification will be confirmed within 14 days of receipt of the complete documents.

The notification of a hiking camp must be made at least two weeks before the start of the event.

In this function, the authorized representative of the organizer always acts in accordance with instructions and is therefore employed. He must therefore be in possession of a duplicate or a certified copy of the tour operator's travel trade card. A travel trade card, if any, which the representative holds for his own independent travel trade activities, does not meet this requirement.

The holding of an event in which goods or services are to be temporarily offered by a fixed point of sale (itinerant camp) must be reported to the local regulatory authority if an indefinite number of persons are to be made aware of this event (public announcement).

Local regulatory authorities (current No. 1.30 of Annex 1 to § 1 paragraph 1 of the Ordinance on Responsibilities in Trade Law [Trade Law Jurisdiction Ordinance – GewRZV])

The tasks of the local regulatory authorities are carried out by the offices, the municipalities without an office, the municipalities of the association, the co-administering municipalities and the independent cities (§ 3 of the Regulatory Authorities Act – OBG)
