For the import, transit, and occasionally for the export and intra-Community movements of animals and animal products according to § 1 Regulation on the intra-community movement as well as the import and transit of animals and goods (BmTierSSchV) as well as goods that may be carriers of infectious substances, you need a permit.
This provision shall not apply to animals and goods originating in a third country which are accompanied by a certificate and for which authorisation is not required.
An authorisation may not be granted if there is a risk of spreading animal diseases.

Intra-Community movement refers to movements between Member States of the European Union.
On the other hand, animals and goods are imported from third countries. These are countries that are not members of the European Union.
Transit refers to imported consignments which are subsequently re-exported. This means that they come from a third country and also go back to a third country.
Before any introduction, import or transit, it should be clarified exactly which conditions must be fulfilled in order to prevent the animals or goods from being rejected at the border inspection post.
Products and products that may be confused with foodstuffs which do not comply with the laws applicable in Germany, except
- foodstuffs intended exclusively for scientific purposes, trade fairs, exhibitions or similar events,
- food samples and samples in small quantities,
may not be brought into the country. Their transit, in turn, is permitted, but requires customs supervision.
The responsibility lies with the Lower Saxony State Office for Consumer Protection and Food Safety (LAVES).
