Vocational training preparation is part of vocational training. It serves the aim of introducing vocational training in a recognised training occupation by imparting vocational training.
For companies that want to provide training, the bodies responsible for training, for example the chambers (Chamber of Industry and Commerce (IHK), Chamber of Crafts (HWK)), are the first point of contact. These decide, for example, on suitability for the training company and supervise vocational training preparation, vocational training and vocational retraining. The implementation of these measures is encouraged by counselling those involved in vocational training. The competent authority must appoint advisers for this purpose.
Trainees, retrainees and providers of training preparation measures are obliged, on request, to provide the information necessary for supervision and to submit documents. In addition, visits to the training centres must be permitted.
A company is suitable as a training company if it is suitable for vocational training in terms of its type and institution and if the number of trainees is proportionate to the number of skilled workers employed.
If a company does not have the opportunity to provide the trainee with all the vocational skills required for his training, it may join forces with one or more other training companies to form a training network. It is also possible to place the training areas of training that cannot be offered in one's own company outside the training centre (e.g. in inter-company training centres).
According to the BBiG § 68ff, learning-impaired or socially disadvantaged persons whose level of development does not yet indicate successful training in a recognised training occupation must be accompanied by comprehensive socio-pedagogical care and support when preparing for vocational training. The content, nature, aim and duration of the training preparation must meet the specific requirements of these trainees.
The training body must notify the competent body in writing of the implementation of training preparation measures before they begin.
Responsibility lies with the chamber responsible for the training company. This can be, for example:
- the Chamber of Crafts for vocational training in occupations covered by the Crafts Code,
- the Chamber of Commerce and Industry for vocational training in non-craft trades,
- the Chamber of Agriculture for vocational training in agricultural and rural home economics occupations,
- the Chamber of Lawyers, Patent Attorneys and Notaries as well as the Notarial Fund for the vocational training of specialists in the field of administration of justice,
- the Chamber of Auditors and the Chamber of Tax Consultants for the vocational training of specialists in the field of auditing and tax consulting,
- the Chamber of Doctors, Dentists, Veterinarians and Pharmacists for the vocational training of specialists in the health professions.
Further responsibilities, e.g. for bodies under public law as well as for churches and other religious communities, are regulated in the Vocational Training Act (BBiG).
