With effect from 1 January 2004, the Act on the Modernisation of Statutory Health Insurance (GKV-Modernisierungsgesetz - GMG) has in principle placed all recipients of social assistance without health insurance on an equal footing with those with statutory health insurance and will now be treated as "patients with statutory health insurance". All welfare recipients will now be required to make co-payments within the limits of the burden.
The remaining (short-term) welfare recipients who do not have health insurance can continue to receive health assistance.
The responsibility lies with the municipality, the joint municipality and the city in which the residence is.
