As of the winter semester 2014/2015, the state of Lower Saxony will no longer charge tuition fees. In this way, Lower Saxony is making a significant contribution to more equal opportunities in university admission. Financial barriers to access are being dismantled in order to enable more young people to study.
The state will reimburse 100 percent of the universities for the abolished tuition fees. These funds may only be used to further improve the quality of teaching and study conditions at Lower Saxony's universities. The state dynamically adjusts the funds to the number of students.
What is new is that students can have a binding say in how the money is used at their university. A corresponding amendment will be included in the Lower Saxony Higher Education Act (NHG).
At the same time as the abolition of tuition fees, Lower Saxony is improving the conditions for long-term students. If students exceed the standard period of study, they will only have to pay long-term tuition fees after six semesters, and not after 4 semesters as before.
The upbringing of children, the care of close relatives and university policy activities are also taken into account. The fees will also be significantly reduced. The changes are intended to help increase the study success rate.
