In Lower Saxony, sales outlets are allowed to open from 00:00 on Monday to 24:00 on Saturday. be open.
On Sundays and public holidays, there is a general ban on opening and selling. The Lower Saxony Act on Shop Opening and Sales Hours (NLöffVZG) conclusively regulates exceptions to this prohibition for:
- pharmacies, petrol stations, points of sale at railway stations for passenger transport, at airports and ferry ports,
- Points of sale for the consumption of goods for immediate consumption in order to meet local needs
- points of sale in health resorts and resorts, in places of excursions and in places of pilgrimage,
- points of sale which, in terms of their size and assortment, are geared towards the sale of small everyday goods,
- Farm shops,
- the so-called "open Sunday", which is possible four times a year and eight times a year in excursion destinations.
Different time and shopping cart restrictions apply to the exceptions.
The regulations in force in Lower Saxony do not apply
- wholesale (sales to resellers and professional buyers),
- on the sale of accessories, if it is provided at the place of the main service and the main service is not subject to the provisions of the law,
- the sale of goods at folk festivals as well as at fixed fairs, markets and exhibitions,
- on restaurants, video stores and service providers.
The responsibility lies with the municipality, the joint municipality and the city, which is responsible for monitoring compliance with the regulations regarding opening and sales hours as well asthe sale of permitted shopping baskets.
In addition, the State Labour Inspectorate is responsible for verifying compliance with occupational health and safety.
