Water monitoring includes the enforcement and monitoring of necessary measures

• to improve the situation of water bodies as part of the natural balance,
• to reduce the input of substances into water bodies,
• for the elimination of water pollution, and
• to prevent future possible burdens.  

The powers of action of the competent authority are standardised in §§ 100 and 101 of the Act on the Regulation of the Water Balance (WHG) and in § 128 of the Lower Saxony Water Act (NWG).

The responsibility lies with the district, the district-free city and the large independent city.

In special cases, which are regulated in the Ordinance on Responsibilities in the Field of Water Law (ZustVO-Wasser), the responsibility lies with the municipality, the joint municipality and the city, the Lower Saxony State Agency for Water Management, Coastal Protection and Nature Conservation (NLWKN), the State Trade Inspectorate or the State Office for Mining, Energy and Ge.dem ology (LBEG).
