If you would like to create training places in the field of healthcare professions, you can establish a state-recognized school under certain conditions.

In order to establish a school of healthcare professions in Lower Saxony, you need state recognition.

You need state recognition for each school of the following non-medical health professions:

• School for dietary assistance
• School for speech therapy
• School for masseurs and medical bath attendants
• School for emergency paramedics
• School for orthoptics
• School for physiotherapy
• School of Podiatry
• School for medical technology
• School for surgical assistance

School for anesthesia technical assistance

• Three-year training plan (organization and networking of the theoretical and practical phases of training)
• School curriculum
• Training plan for practical training (practical curriculum)
• Concept for practical guidance and practical supervision
• Proof of sufficient suitable practical training places (the list of cooperation partners must be attached, the cooperation agreements with the institutions must be kept at the school)
• Proof of quality assurance measures
• Proof of sufficiently qualified full-time school management (enclose a single copy of the qualification certificates)
• Proof of sufficiently qualified teaching staff (enclose a single copy of the qualification certificates)
• A single copy of the floor plan of the school building with allocation of rooms and dimensions
• List of the school's equipment (therapy materials, books, media, models, etc.) and digital infrastructure

The school meets the requirements of the recognition criteria for schools of healthcare professions.

The school fulfills the requirements of the respective vocational law and the associated training and examination regulations.

You submit your application to the relevant Regional State Office for Schools and Education. The regional office will then check whether the requirements for state recognition have been met. It is recommended that you contact them by telephone in advance.

The application is made informally and in writing. The option to submit the application online will be set up in 2025. The application will be reviewed as soon as all the required documents have been submitted. If documents are missing, they will be requested.

If necessary, an on-site inspection of the premises will take place.

A decision will be sent to you after the inspection.

The processing time of two months can only be achieved if all documents are available at the time of application and there are no follow-up questions.

It is recommended that you contact the relevant state office before submitting your application.

In the event of a rejection of the requested recognition, administrative legal recourse is available.

The rejection will be accompanied by specific information on legal remedies. This will indicate the time limit for appeal and the competent administrative court.
