If you wish to transport passengers by motor vehicle on a regular basis, you must apply for a permit from the competent licensing authority.

You need a permit if you want to transport passengers with motor vehicles on a regular basis. To do this, you can submit an application to the competent licensing authority.

In the case of motor vehicle traffic, the following distinction must be observed:

• Regular
• Special forms of regular transport (rush hour traffic, school trips, market trips, theatre trips)
• Scheduled on-demand traffic

After your application has been reviewed and if all the requirements are met, you will receive a permit from the relevant licensing authority. The maximum period of validity of the authorisation is 10 years. After expiry, they can apply for re-issuance.

• Application for authorisation for regular motor vehicle services
• Overview map showing the proposed route with stops and all railways, motor lines and shipping lines already in existence in the traffic area, the latter in so far as they are used for commuter traffic
• In the case of an application for scheduled services: Overview map showing the area applied for and all railways, trolleybus lines, motor vehicle lines and shipping lines already existing in the transport area, insofar as the latter are used for commuter traffic
• If necessary. List of stops
• Timetable, if applicable
• List of shareholders, if applicable
• If applicable, shareholders' agreement
• If applicable, transport manager contract
• Certificate in tax matters from the competent tax office (not older than three months)
• Certificate of good standing from the municipality (nothing older than three months)
• Clearance certificate from all social security institutions (not older than three months)
• Certificate of good standing from the employers' liability insurance association (not older than three months)
• Certificate of equity (not older than one year)
• If applicable, excerpt from the commercial register
• Proof of professional aptitude
• Proof of personal reliability
• Where applicable, proof of the public service contract
• If applicable, information on existing permits

• Disclosures on compliance with the principles of climate protection and sustainability
• Description of the improvement in traffic service provided by the requested traffic

• Business requirements:
  • You must provide proof of professional aptitude
  • You must prove the financial capacity of the company
  • You must prove personal reliability
  • The place of business or branch must be in Germany
• Transport-related requirements:
  • The planned route only includes roads that are suitable for this purpose
  • Transport must meet the requirements of local transport planning
  • Where appropriate, the transport must take into account the exclusive rights of other transport undertakings
  • The traffic must correspond to the public transport interest

• Fill out the application and submit it along with the required documents.
• The licensing authority will check the application for completeness and, if necessary, contact you if you have any questions.
• The legal requirements for a licence for regular motor vehicle transport are being examined.
• Before deciding on the application, the licensing authority conducts a consultation procedure with external parties (e.g. companies that already offer scheduled services, cities, municipalities or districts, trade inspectorates and chambers of commerce and industry).  
• If all conditions are met, you will be granted the permit and a certificate of approval will be sent after the decision becomes final. The maximum period of validity of the authorisation is 10 years.

If several undertakings submit an application for authorisation for the same scheduled service, the licensing authority decides in a selection procedure which application best meets the public transport interest.

You can appeal against the decision to the Landesnahverkehrsgesellschaft Niedersachsen mbH (LNVG).

• Authorisation for regular motor vehicle services
• The carriage of passengers in regular services by motor vehicle is subject to authorisation
• Differentiation: Regular services, special forms of scheduled services, scheduled services on demand
• Prerequisites: personal reliability, professional suitability, financial capacity of the company, compliance with the requirements of the local transport plan, suitability of the roads, consideration of exclusive rights and public transport interest
• The maximum period of validity of the authorisation is 10 years. After the expiry of the authorisation, a re-grant can be requested.
