If you want to work as a test engineer for structural analysis, you need the recognition of the highest building supervisory authority.

A test engineer for structural analysis is someone who is recognized as such by the supreme building supervisory authority. Other persons may not use this designation.

• Indication of the field of study
• A photograph and a curriculum vitae with complete information on the professional career up to the time of application
• Birth certificate
• a copy of the diplomas and one copy of the employment certificates
• proof of the application for a certificate of good conduct for submission to an authority (document type O or P) or an equivalent document from a Member State of the European Union, which should not be older than three months
• handwritten declaration by the applicant that the grounds for revocation according to § 8 para. 2 BauPrüfVO do not exist, as a handwriting sample
• Information about the respective address of the head office and other branches
• Proof of liability insurance in accordance with § 4 para. 1 sentence 3 BauPrüfVO
• Information on any participation in a company whose purpose is the planning or execution of construction projects
• Proof of compliance with the special requirements for recognition in the respective discipline

In order to be recognized as a structural engineering test engineer, the applicant must undergo an extensive examination of his/her knowledge and skills. In order to be admitted to this exam at all, you must

1. have completed a degree in civil engineering at a German university or an equivalent degree at a foreign university,
2. have been working for at least two years as an engineer involved in structural design on their own responsibility and independently or as a full-time university lecturer,
3. have been entrusted with the preparation of stability certificates, technical construction management or comparable activities for at least ten years, of which you have prepared stability certificates for at least five years and must have been entrusted with technical construction management for at least one year; however, the period of technical construction management may only be credited up to a maximum of three years,
4. have demonstrated above-average skills through their achievements as engineers.  

The recognition of a test engineer for stability takes place for one or more of the disciplines

• Solid construction,
• Steel construction and
• Wood construction.

Before deciding on recognition, the supreme building supervisory authority obtains a certificate from an examination board formed by it on the professional suitability of the applicant.

A decision on the application for recognition must be taken within three months of receipt of the complete documents, information and declarations. The documents also include the certificate of professional competence from the examination board.

Recognition does not give rise to a claim to the issuance of test orders.

An action against a rejection of the application can be brought before the competent administrative court of the applicant within one month of notification. The lawsuit is to be directed against the Lower Saxony Ministry for the Environment, Energy, Building and Digitalization.
