If you are planning a projectthat promotes the development of the Hamburg Metropolitan Region, you can apply for funding for projects in the Hamburg Metropolitan Region under certain conditions.
The Free and Hanseatic City of Hamburg and the states of Mecklenburg-Western Pomerania, Lower Saxony and Schleswig-Holstein grant funding for projects in the Hamburg Metropolitan Region under certain conditions.
The funding is intended to increase the national and international competitiveness of the metropolitan region, its visibility to the outside world and to strengthen cohesion and cooperation within the region.
In addition, the aim is to support further networking and interaction between politics, administration, business, companies, science and social partners.
Your project is eligible for funding if it promotes the economic, technological, spatial, social and cultural development of the metropolitan region as a shared economic and living space.
Your project fulfills the purpose of the grant if it is one of the projects that
- develop approaches and solutions for regionally significant issues,
- improve interregional cooperation by overcoming institutional boundaries,
- generate high added value for the metropolitan region in terms of content,
- raise the profile of the metropolitan region both internally and externally,
- have an innovative or pilot character for the metropolitan region,
- strengthen the unique selling points of the metropolitan region,
- contribute to strengthening the international competitiveness of the metropolitan region,
- serve to improve public transport connections in the metropolitan region,
- initiate and strengthen cooperation and networks,
- involve business and social partners from the region as cooperation partners in addition to the municipal and state administrations,
- can demonstrate financial participation by third parties or other public funding
The following are supported
- Investment projects and their preparation,
- Studies and concepts (e.g. creation and implementation of regional development and action concepts, business and project plans, feasibility studies, scientific evaluation support for the further development and efficient design of regional cooperation processes),
- sustainable public relations work to present the entire metropolitan region (metropolitan region-related marketing) or for projects that are funded as projects in accordance with these guidelines (project-related marketing),
- Regional or project management, provided they are part of a flagship project of the metropolitan region
To be eligible for funding, you must belong to the following group of recipients:
- the districts of Cuxhaven, Harburg, Heidekreis, Lüchow-Dannenberg, Lüneburg, Rotenburg (Wümme), Stade, Uelzen
- the cities, towns, municipalities and member municipalities in the aforementioned districts and
- the Free and Hanseatic City of Hamburg
- the association "Projektbüro Metropolregion Hamburg" e. V. is eligible to apply for all funding funds of the Hamburg Metropolitan Region
The grants are generally awarded as project funding in the form of non-repayable partial financing or subordinated interest-free loans (conditionally or unconditionally repayable).
Full funding is possible for projects of the association "Projektbüro Metropolregion Hamburg" e. V.
Projects within flagship projects are funded with up to 80 percent, other projects with up to 50 percent of the eligible expenditure. For projects of the association "Projektbüro Metropolregion Hamburg" e. V., 100 percent of the own funds required to finance the claims submitted to the EU, federal government, federal states or others will be funded.
Eligible applicants can involve other parties in the implementation of a project. Participants in a project can be legal entities under public or private law as well as natural persons.
Funded projects are subject to the following earmarking periods from completion:
- Structural facilities 15 years,

- To be eligible for funding, you must belong to the following group of recipients:
- the districts of Cuxhaven, Harburg, Heidekreis, Lüchow-Dannenberg, Lüneburg, Rotenburg (Wümme), Stade, Uelzen
- the cities, towns, municipalities, single municipalities and member municipalities in the aforementioned districts and
- the Free and Hanseatic City of Hamburg.
- the association "Projektbüro Metropolregion Hamburg" e. V. is eligible to apply for all funding funds of the metropolitan region
- They must provide at least 5 percent of the eligible expenditure. This does not apply to projects of the association "Projektbüro Metropolregion Hamburg" e. V.
- You must contribute the full amount of third-party funds to the financing
- If it is a cooperation project, you must conclude a cooperation agreement and enclose it with the application
- Your desired grant must amount to at least 10,000 euros
- Please note that only those expenses are eligible for funding that are necessary to achieve the purpose of the grant, comply with the principles of economic efficiency and economy and are incurred directly to achieve the purpose of the grant.
- Please also note that, in principle, only the expenses incurred in the area of the respective development fund are eligible for funding
- You can have expenses for the organization of events (conferences, congresses, seminars, workshops, etc.) such as catering, event space, technical equipment, fees and expense allowances for external experts recognized as eligible for funding if they are appropriate
- You can apply for funding for your project in the Hamburg Metropolitan Region in writing or online
- You are eligible for funding in accordance with point 3 of the state agreement
- You check whether you have to make a contribution and, if so, whether you are able to do so. For all projects, except for projects of the association "Projektbüro Metropolregion Hamburg" e.V., an own contribution of 5% of the eligible expenditure must be made
- You check whether the amount of the desired grant is at least 10,000 euros
- You check whether your project corresponds to the purpose of the grant and contributes to the strategic objectives of the Hamburg Metropolitan Region
- The granting authority checks the application
- If the necessary requirements are not met, there may be a hearing and, if necessary, a rejection notice
- Once the funding has been approved, it can be requested by means of a call for funds
In the event of incorrect or incomplete information or failure to report changes to the application, failure to submit proof of use within the specified period or misuse of the grant, the grant may be reclaimed by the granting authority.
