If you are planning a measure in the Bremen-Oldenburg metropolitan region that will structurally and sustainably develop or initiate processes of regional cooperation, you can apply for grants to support projects in the cooperation area of the HB-OL metropolitan region.
The purpose of the funding is to improve the structure and development of the joint cooperation area of the metropolitan region. To this end, your measure can be funded if it is closely related to the objectives specified in the State Treaty and to the objectives of the current framework for action of the Bremen-Oldenburg metropolitan region and if it further develops and intensifies the process of regional cooperation in a structural and sustainable manner.
Your measure or project is eligible for funding if your project
- initiates and further develops networking and interaction between local authorities, the states of Lower Saxony and Bremen as well as business, science and others,
- strengthen the profile and competitiveness of the metropolitan region as a national and European economic and scientific region
- promote the quality of life in the region and sustainably support the implementation of regionally significant tasks
The promotion of joint measures between Bremen and Lower Saxony is particularly favored.
The grant is awarded as a non-repayable subsidy in the form of partial funding for project promotion (maximum 75% of the eligible costs). You must contribute at least 5% of the eligible costs.
The development fund can be combined with other funding programs.

- strengthen the profile and competitiveness of the metropolitan region as a national and European economic and scientific region

- Your project must comply with the objectives of climate protection and climate impact adaptation in accordance with the climate protection regulations of the federal states
- Your project must respect equal opportunities (e.g. inclusion, non-discrimination, compatibility of family and career)
- As the recipient of the funding, you must
- a member of the MR HBOL association or
- a local authority and special-purpose association in the MR HB OL area or
- a legally binding association with a predominantly municipalbe
- As a grant recipient, you must contribute at least five percent of the eligible expenditure. This can also be provided by your own staff
- As the grant recipient, you must give priority to exhausting all other financing options The grant may not lead to a reduction in possible grants from other sources
- Material, personnel and investment expenditure are eligible for funding
- Personnel expenses eligible for funding - for additional personnel - are only recognized up to the amount of the average rates used by the state of Lower Saxony as a basis for budgeting personnel expenses
- The existing regulations for state employees apply to the settlement of business trips
- For all projects, expenses for the organization of events (conferences, congresses, seminars, workshops, etc.) such as catering, event space, technology, fees and expense allowances for external experts are recognized as eligible for funding at an appropriate level

You can apply for funding for projects in the Bremen-Oldenburg Metropolitan Region in the Northwest in writing or electronically.
- You are a member of the Bremen-Oldenburg Metropolitan Region (MR HB OL), a local authority or special-purpose association in the MR HB OL area or a legally binding association with predominantly municipal participation.
- You check whether you can raise your own contribution of at least 5% of the total amount of the project.
- You check whether you meet the project-related requirements in accordance with points 2.2.1 and 2.2.2 of the guidelines.

- The authority checks the application for completeness.
- If necessary, information from the application must be clarified.
- The granting authority checks the prerequisites and eligibility of the application and makes a final decision on the type and scope of the grant in agreement with the resolutions of the association's board and taking into account the available budget funds.
- If the application is approved, a grant notification is sent by the granting authority.
- Once the approval has become legally binding, the approved funding can be requested by means of a call for funds
Applications must generally be submitted by October 15 of each year. However, other application deadlines may also be permitted by the granting authority.
- Infrastructural measures can only be funded in exceptional cases that are of particular importance to the interests of the metropolitan region and to a very limited extent (e.g. grant towards planning costs)
- Special preference will be given to joint measures between Bremen and Lower Saxony.
- In the event of incorrect or incomplete information or failure to report changes to the application, failure to submit proof of use within the specified period or misuse of the grant, the grant may be reclaimed by the granting authority
