A blast with explosive substances can be, for example, a building or chimney blast or a blast during road construction measures.

As the holder of the permit for the acquisition and handling of explosive substances, you are required to notify.

Explosions in facilities that have been approved in accordance with § 4 of the Federal Immission Control Act are exempt from the notification obligation.

In the ad, list:

• the place, day and time of the blast (in the case of several blasts, the period in which they are to be carried out),
• the name and address of the persons responsible for the blast, and
• Number, date and issuing authority of the valid permit pursuant to Section 7 or Section 27 of the Explosives Act and the valid certificate of competency pursuant to Section 20 of the Explosives Act (if applicable).

In addition, you must attach the following information or documents:

• Description of the blasting work according to the type, method and extent of the blasting
• explosive data, such as the type and maximum quantity of explosives and detonators to be used per blast
• in the case of the use of detonators: the maximum quantity of explosives per detonation time level
• Distance of the blast sites to particularly vulnerable buildings and facilities within a radius of at least 1000 metres, in particular to hospitals, schools, old people's and children's homes, sports facilities and playgrounds
• Safety measures, in particular cover rooms for employees, cordoning off traffic routes and precautions to protect neighbouring homes and workplaces against falling stones, vibrations, blasting fumes and noise
• Scale site plan (barrier plan) or documents with information on the distance of the blast sites from traffic routes, homes and workplaces as well as public utilities within a radius of at least 300 metres
• if necessary: calculation and planning documents
• if necessary: expert opinion

• The person making the report is the responsible person in accordance with Section 19 (1) No. 1 of the Explosives Act.
• The person responsible for the actual blasting (holder of a permit or certificate of competency) must provide evidence of appropriate expertise.

You can submit your complaint in writing or electronically.

Once you have submitted the application and all documents are complete, the competent authority will check whether all the requirements for notification pursuant to Section 1 (1) 3 of the Explosive Ordinance have been met.

If all documents are complete, you have fulfilled your duty to report according to § 1 para. 1 3.SprengV.

Only when you have fulfilled the notification obligation according to § 1 para. 1 3.SprengV are you allowed to carry out the blasting.

If the documents are complete, your application will be processed promptly.

The notification must be received - at least four weeks before the start of the blasting if several similar blasts are to be carried out, and - at least one week before each other blast (single blast). In addition, any change in the event of an explosion that has already been reported must be reported immediately.

If, after the notification has been filed, there have been changes to the content of the notification, a notification of change is also necessary. Untimely, incomplete, incorrect notifications are an administrative offence within the meaning of the Explosives Act.
