The Assistance Benefits Fund is intended to support people with disabilities in the exercise of an honorary office in a managerial function or in representation on committees in the financing of disability-related additional expenses.
If you need regular support due to a disability when taking on an honorary position in a management role or on committees, you can apply for benefits from the Assistance Benefits Fund. You can freely dispose of these lump-sum benefits.
If you use communication aids (e.g. sign language or written interpreters) or are dependent on the use of transmission equipment when carrying out your voluntary work in a managerial capacity or when representing yourself on committees, the actual costs can be covered within the framework provided for in the Assistance Benefits Fund.

- of the notice of assessment or the severely disabled person's pass with the mark B, H, Bl, TBl or Gl
or
- the assessment notice with which a degree of disability (GdB) of 70 was determined solely due to a hearing impairment
- Proof of habitual residence in Lower Saxony;
- Documents that are suitable to prove the assumption of the leading function in an honorary office or the honorary activity in a committee (e.g. confirmations of the association or the political committee, association statutes)
- if communication aids or transmission systems are used, the relevant invoices must be submitted
- if the application cannot or should not be submitted by the applicant, proof that the applicant is authorized to submit the application (e.g. power of attorney, guardian's certificate)
- You are involved in economic, cultural, social, sporting or political areas in a registered association or in an association with regional subdivisions whose next highest level is a registered association
or - are active in political bodies (council, district council, state parliament)
or - in committees that are convened on the basis of federal or state regulations (e.g. working group in accordance with Section 94 (4) SGB IX, arbitration board in accordance with Section 133 SGB IX)are active on a voluntary basis free of charge or only in return for an expense allowance within the meaning of the EStG
- You have your habitual residence in Lower Saxony.
- You have been determined to have the mark B (entitlement to permanent accompaniment), the mark Bl (blind) or the mark H (helpless within the meaning of § 33b EStG or corresponding regulations) by a notice of assessment in accordance with § 152 Ninth Book of the Social Code (SGB IX)
or - You are dependent on the use of communication aids such as sign language, written or spoken language interpreters or the use of transmission systems (e.g. induction or FM systems) and you have been diagnosed with the mark Gl (deafness) or the mark TBl (deaf-blindness) or you have a degree of disability of at least 70 solely due to a hearing impairment.
- You submit an application for benefits from the Assistance Benefits Fund to the Lower Saxony State Office for Social Affairs, Youth and Family in Hildesheim.
- The authority will check your application and contact you if there are any queries or missing documents.
- Once all the documents have been submitted, the authority will check your entitlement to benefits from the Assistance Benefits Fund.
- After the review, you will receive a notice of approval or rejection.
A decision on the application will be made as quickly as possible. The processing time depends, among other things, on the completeness of the information and the submission of the evidence required for processing the application.
No deadlines need to be observed. However, the application must be closely related to the purpose.
Although an informal application is possible, you will need to complete the application form afterwards.
Benefits from the assistance fund Granting
Intended to support people with disabilities in the exercise of an honorary office in a managerial capacity or in representation on committees by financing the necessary assistance services if these people regularly require support for disability-related reasons when taking on corresponding activities in a managerial capacity or on committees and therefore have higher expenses in the exercise of the honorary office compared to people without disabilities.
The application must be accompanied by
- a notice of assessment or severely disabled person's pass with the B mark, the H mark, the Bl mark, the TBl mark or the Gl mark
or
- a notice of assessment with a degree of disability (GdB) of 70 solely due to a hearing impairment
are present.
- Voluntary work
- in a leading position in economic, cultural, social, sporting or political areas in a registered association or in an association with regional subdivisions whose next higher level is a registered association or
- in political bodies (council, district council, state parliament) or
