Directive on the granting of grants to promote the dissemination of cargo bikes (Guideline Cargo Bikes Lower Saxony) of 5.8.2021; last amended by RdErl. of 14.12.2021.
Would you like to purchase cargo bikes to transport items in an environmentally friendly way, quickly and without traffic jams? Under certain conditions, you can receive a subsidy for the purchase.
The state of Lower Saxony promotes the purchase of cargo bikes, both with and without electric drive for self-use, as well as for the creation of free rental offers.
The expansion of bicycle-based freight transport with private cargo bikes is intended to contribute to improving the quality of life, housing and the environment through the use of climate-friendly means of transport, reducing emissions of air pollutants and strengthening innovative applications in the transport sector.
Cargo bikes are well suited for inner-city transport.
The grant is granted as a non-repayable grant in the form of fixed-amount financing for project funding.
The grant amounts to EUR 400 per cargo bike, EUR 800 per e-cargo bike or cargo S-pedelec.
- Applications must be submitted electronically via NBank's customer portal.
- In addition, the funding application must be signed and sent by post to NBank within four weeks of electronic transmission.
Commercial enterprises and companies are only eligible to apply within the framework of a free lending system if the municipality concerned in Lower Saxony confirms that the measure is part of a municipal mobility concept.
The grant recipient undertakes to use the funding object himself or her for at least three years and not to sell it before the expiry of this period or to make the cargo bike available for at least three years as part of a rental service.
Within the required three-year holding period, the sticker sent with the permit must be clearly visible on the purchased cargo bike.
In the case of private individuals, the subsidy is limited to a maximum of one cargo bike per household. In the case of procurements for rental providers, the subsidy is limited to a maximum of ten cargo bikes per natural or legal person.
In the case of local authorities, at least three cargo bikes must be applied for per subsidy.
- Applications must be submitted electronically via NBank's customer portal.
- In addition, the funding application must be signed and sent by post to NBank within four weeks of electronic transmission. The application must be submitted to the customer portal by 31.12.2023 at the latest and must be submitted in writing in the original.
- The implementation of the measure may only be started after receipt of a grant notice.
- The approval period ends no later than nine months after the funding decision has been issued.
- Within three months after the end of the approval period, the proof of use must be submitted to the NBank.
- The payment is made according to the refund principle. Upon presentation of the proof of use, a numerical proof (including presentation of the invoice receipt and proof of payment) must be provided.
- Traders and companies must submit three comparative offers or document that they
- have requested three quotes.
Please submit your application early. You may only commission the purchase of the cargo bikes once a decision has been made on your funding application.

The applicant is not entitled to receive the grant, but the granting office decides on the basis of its dutiful discretion within the framework of the available budgetary resources. The date of receipt of the complete application documents is decisive.
