If you are employed as a civil servant by a German employer, you can obtain a residence permit to fulfill your official duties in Germany
If you are a civil servant with a German employer, you are entitled to a residence permit for the purpose of fulfilling your official duties in Germany.
In particular, university lecturers and other members of academic and artistic staff who have been appointed as civil servants can obtain a residence permit.
The residence permit is issued for a period of three years, unless a shorter period is provided for your stay in Germany.
The involvement of the Federal Employment Agency is not required for the issuance of a residence permit.
Under certain circumstances, you may be obliged by the Foreigners' Registration Office to take part in an integration course. This will then be noted on your residence permit.
With the receipt of a residence permit for the purpose of exercising official duties with a German employer, you have the opportunity to obtain a permanent right of residence (settlement permit) after only three years. The requirement to have made contributions to the statutory pension insurance scheme for at least 60 months is waived.
German employers who wish to bring a foreign civil servant from abroad to Germany for the purpose of fulfilling official duties can, in the power of attorney of the foreigner, apply to the Foreigners' Registration Office for the accelerated procedure for skilled workers, which can be used to facilitate and accelerate entry.
Union citizens who are civil servants with a German employer are not subject to the Residence Act, but to the Freedom of Movement Act/EU.

Note: The residence permit is issued as an electronic residence permit. The fee for reissuing the card body is EUR 67.00.
The residence permit must be applied for at the Foreigners' Registration Office responsible for your place of residence. The procedure is as follows:
- Depending on the Foreigners' Registration Office and your concerns, it may be possible to apply via the Internet. Find out whether your Foreigners' Registration Office offers the electronic application for a residence permit.
In the case of an electronic application, the Foreigners' Registration Office will contact you after receipt of your application to make an appointment at the Foreigners' Registration Office. - After about six to eight weeks, you can pick up the eAT card at the Foreigners' Registration Office. The pick-up must always be done in person.
- There are fees for the issuance of the residence permit. The timing and form of payment vary depending on the authority.
In order to carry out the accelerated procedure for skilled workers, the German employer contacts the Foreigners' Registration Office responsible for the place where the work is performed. Under certain circumstances, a central office has been set up in the federal state for the implementation of the procedure.
- The residence permit should be applied for no later than eight weeks before the expiry of your visa or residence permit that is still valid.
- The residence permit is issued for a period of three years if the service in the federal territory is not limited to a shorter period of time.
