With the implementation of the EU Professional Recognition Directive (2005/36/EC) into the Lower Saxony Architects Act (NArchtG), the requirements for entry in the list of architects of the Chamber of Architects of Lower Saxony have changed for graduates of the field of architecture. What is new is that
- up to one year of practical work
after passing a 3-year course of study
(Bachelor) can be completed
and
- practical work under the supervision of a
professional or a chamber of architects
must be exercised (§ 6 Abs. 5 NArchtG).
The details of the practical professional activity under supervision are regulated in the "Statutes for the area of practical professional activity under supervision according to § 6 para. 5 sentence 3 and para. 6 sentence 2 Lower Saxony Architects Act (NArchtG)". The following explanations are intended to give an overview of the process and the necessary contents of the practicalprofessional activity under supervision in the field of architecture.
Aim and necessary contents of the practicalprofessional activity
The practical professional activity serves the acquisition of experience as well as the deepening of theoretical and practical knowledge, skills and competences in the professional tasks of the field of architecture according to § 2 NArchtG. It is intended to enable graduates of a degree programme in architecture to exercise their profession independently. The practical work must have been completed in a balanced manner in the essential professional tasks. This means, with particular attention to the safety aspects and legal framework of the project, the exercise
a) the design of buildings (in particular:
Preliminary design, draft),
(b) the technical design of buildings (in particular implementation planning);
(c) the economic planning of buildings (in particular preparation and participation in the award of contracts and cost planning), and
(d) the coordination and supervision of the design and execution of buildings (in particular construction supervision).
Supervision
The practical work under supervision can be completed in Germany or abroad. In both cases, supervision is required either by a chamber of architects or by an architect (professional person).
A professional person can only be a person who, on the basis of a corresponding entry in the list of architects of a chamber of architects, can use the professional title "architect"
or "architect". The Chamber of Architects is available as a supervisory body in particular for graduates if it is not possible to be accompanied by a professional person – for example, if the graduate works in a construction company or engineering office in which no architect works, or if the graduate pursues a self-employed activity in which no architect is available for supervision.
If the professional activity is to be carried out abroad, the foreign professional person or body must be qualified to supervise the practical professional activity. For this reason, the approval of the foreign supervisor or body by the Chamber of Architects of Lower Saxony or another chamber of architects must be established before commencing practical work abroad.
Evaluation of practical work
The Chamber of Architects of Lower Saxony examines the practical professional activity after its completion within the framework of the registration procedure or on separate application.
