If you run a small business or work as a solo self-employed person or member of the liberal professions and have found yourself in an economic situation that threatens your existence and/or liquidity bottlenecks as a result of the Covid 19 pandemic, then you can apply for emergency aid electronically.
The applicant must affirm that he or she has run into economic difficulties as a result of the Covid 19 pandemic that threaten his or her existence, because the ongoing income from business operations is unlikely to be sufficient to cover the liabilities arising from the ongoing commercial property and cash equivalents in the three months following the application. Financial expenses (e.g. commercial rents, leases, leasing rates) (liquidity bottleneck).
Who is eligible for funding?
Small enterprises, solo self-employed persons and members of the liberal professions (up to 49 employees), (including enterprises with primary agricultural production) which:
- are economically and thus permanently active on the market as a company or in their main occupation as a freelancer and in both cases
- carry out their activities from a permanent establishment in Lower Saxony or a registered office of the management in Lower Saxony and
- are registered with a tax office in Lower Saxony.
- The size of the farm depends on the full-time equivalent (FTE). This indicates how many full-time positions are mathematically resulting from a mixed staffing of part-time/marginally employed persons. Trainees can, but do not have to, be included.
- Companies that were already in difficulty on 31.12.2019 will not receive any funding. Furthermore, no insolvency proceedings must have been applied for or opened against the applicants' assets. The same applies to applicants who are obliged to submit the asset report in accordance with § 802 c ZPO or § 284 AO or from whom this has been accepted.
- The funding is granted as an equitable payment in accordance with § 53 LHO.
- The emergency aid will be disbursed with the approval.
- Every company, every solo self-employed person and every member of a liberal profession can only receive this emergency aid once.
- The emergency aid is provided within the framework of the "Federal Small Aid Scheme 2020"
- Audits may be carried out by the competent authority, the Lower Saxony Ministry of Economic Affairs, Labour, Transport and Digitalisation and the State Court of Audit or their representatives.
Staggering of emergency aid according to the size of the holding
- up to 9,000 euros: for up to five employees
- up to 15,000 euros: for up to ten employees
- up to 20,000 euros: for up to 30 employees
- up to 25,000 euros: for up to 49 employees

Applicants must affirm that they have run into economic difficulties as a result of the Covid 19 pandemic, which threaten their existence, because the ongoing income from business operations is unlikely to be sufficient to pay the liabilities in the three months following the application from ongoing commercial material and financial expenses (e.g. commercial rents, leases, leasing payments) (liquidity bottleneck).
- Permanent establishment in Lower Saxony
The beneficiaries of the emergency aid are small businesses, including companies with primary agricultural production, solo self-employed persons and members of the liberal professions with a permanent establishment in Lower Saxony.
- Small Aid Declaration
The application must be accompanied by a completed small aid declaration. Emergency aid can only be granted if the small grants granted to your company do not exceed a total amount of EUR 800,000. For fisheries and the aqua sector, a maximum amount of 120,000 euros applies. A maximum amount of 100,000 euros applies to primary production of agricultural products.
- Proof of the authorized signatoryeng
