The Lower Saxony ordinance on reporting obligations with regard to farm manure stipulates that the placing on the market, transport and intake of farm manure must be documented and reported electronically in the web-based reporting program for farm manure in Lower Saxony.
- Farm number and a password/PIN to log in to the registration program
Farms with valid access data from the HI-Tier or ZI database can register immediately using the assigned farm number and PIN. Registration numbers of biogas plants according to the federal list are also valid. If no valid farm number or PIN is available, a so-called "LWK number" and / or PIN for the farm manure registration program can be assigned on request. - The farm / registration number of the donor and recipient of a delivery must be stated when reporting
The notification of a manure delivery in the notification program is only possible if a valid farm number is specified for the donor and recipient. It is therefore important that the parties involved communicate the correct numbers to each other in good time.
The following also applies here: valid numbers from the HIT/ZID systems and registration numbers of biogas plants can be used. Companies that do not have any of the registration numbers mentioned or do not wish to use them must apply for the allocation of a separate "LWK number".
The suppliers and recipients of farm manure are required to report a de minimis limit of 200t/year or more. This also applies to imports of farm manure from other federal states and abroad.
The costs for the notification procedure, including the associated inspections, are to be covered by fees in accordance with the state's specifications. The fees are charged for the notifications of release by the distributors. Recipients are not required to pay a fee to register their recordings.
The amount of the fee is set by the state in the schedule of fees for official acts and services of the Lower Saxony Chamber of Agriculture for the fulfillment of state tasks. In 2018, for example, the fee was 4 cents per ton of fresh mass. If accepted quantities are placed on the market again and delivered to third parties, this delivery notification is also subject to a fee. Dispensers receive a fee notice corresponding to the total quantity of their reported deliveries in the billing period.
In addition to fulfilling the reporting obligation, companies subject to the reporting obligation can create delivery bills in accordance with the Federal Movement Ordinance (BundesverbringensVO). Plausibility checks and comparisons enable the declarant to prevent errors. Evaluations and farm reports provide an overview of the reported quantities and nutrient loads.
Deliveries and receptions must be reported no later than 1 month after completion of the delivery. The one-month deadline also applies to imports of farm manure from other federal states or abroad.
