If you work commercially with animal by-products (processing, transporting, trading, etc.), you are obliged to register with the supervising authority in advance.
If you produce, transport, handle, process, store, place on the market, distribute, use or dispose of animal by-products on a commercial basis, you are obliged to notify the approval/registration authority before commencing your activities.
The same applies if there are changes to your business, your activity or the materials you process.
For the following activities or the operation of the following facilities, you are obliged to register with the Lower Saxony State Office for Consumer Protection and Food Safety (LAVES):
- Category 1 processing plant for animal by-products
- Category 2 processing plant for animal by-products (except: Manure, guano, stomach and intestinal contents, milk and milk products, colostrum, eggs, egg products)
- Intermediate plant for Category 1 material
- Intermediate plant for Category 2 material
- Article 48 Approval
For all other approval procedures, you must contact the veterinary office responsible for your place of business.
"Animal by-products" are whole animal carcasses, parts of animals or products of animal origin or other products derived from animals which are not intended for human consumption. This also includes ova, embryos and semen.
Derived products are products obtained from animal by-products through one or more treatments, transformations or processing steps.
You can contact the monitoring authorities informally.
Please provide the following information in your notification to the supervising authority:
- Company/operator (contact details, registered office)
- If applicable, state the existing approval/registration number
- Type of activities in which animal by-products or derived products are to be used
- Details of the material categories that your company wishes to use
After you have registered with your supervising authority, your details will be checked and any necessary additions requested. Approval can only be granted after an on-site inspection prior to commencement of the activity. The prerequisite is that all relevant regulations are complied with.
A notification must be submitted to the supervising authority before commencing your activity.

The competent authorities in Lower Saxony are the veterinary offices of the districts, the Hanover region, the independent cities and the JadeWeser Veterinary Office and the Lower Saxony State Office for Consumer Protection and Food Safety (LAVES).
