Persons without health insurance who only receive short-term subsistence assistance may be entitled to health benefits.
Health care benefits as part of social assistance can be granted in the event of economic need and if other personal and health requirements are met. Depending on the need for assistance, the following benefits may be considered:
- Preventive health assistance,
- Assistance in the event of illness,
- Assistance with family planning,
- Assistance with pregnancy and maternity,
- Assistance with sterilization.
Health assistance is subordinate to possible claims for benefits from other social service providers, in particular statutory health insurance benefits and contractual cover under private health insurance. Comprehensive and case-specific advice is provided by the employees of the responsible social welfare provider (social welfare office).

You contact the social welfare office responsible for you with a request for an electronic health card or a treatment certificate.
The social welfare office will check the application. If all requirements are met, you will receive an electronic health card or a treatment certificate.
A decision on the application will be made as quickly as possible, especially if there is a recognizable urgency.
The responsible social welfare agency can only issue a treatment certificate once it has become aware of the need. It is therefore important to submit an application as soon as possible.
