If you are unable to move around in public on your own due to a disability, you can be exempted from the obligation to have an ID card. The application can also be made by a representative.

If you are unable to move around alone in public due to a disability, you may be exempt from the requirement to have an ID card.

This is the case, for example, if you can no longer leave the house alone due to a disability.
You can revoke an existing exemption from the ID card requirement at any time. All you need to do is apply for an identity card or passport.

Erforderliche Unterlagen

  • written application
  • if available: Your old identity card or your old passport
  • Proof that you cannot participate in public life alone, for example by a certificate from your family doctor, hospital, nursing home or nursing service
  • if you are incapable of acting or giving consent: the original certified power of attorney
  • in the case of an application by a representative:
    • Proof of power of representation, for example by means of a power of attorney or a caregiver ID card
    • ID document of the person representing you, e.g. identity card or passport

Voraussetzungen

  • You must have German citizenship.
  • You must be at least 16 years old.
  • You cannot move around in public on your own due to a permanent disability.
  • You must be registered as having your main residence in your municipality/city.

Verfahrensablauf

You must apply in writing for exemption from the ID card requirement.

  • You or the person representing you submit an informal application or fill out an application form from the relevant ID card authority for exemption from the ID card requirement
  • You or a person representing you sign the application.
  • You enclose the necessary documents (see "What documents are required?").
  • You send the application and the documents to the relevant ID card authority in your municipality/city or
  • You or the person representing you go in person to the relevant ID card authority.
  • The ID card authority will issue you with a permanent certificate stating that you are exempt from the obligation to have an ID card.
