Particularly knowledgeable and qualified persons in fire protection can apply for recognition as fire protection test experts in order to be able to check fire protection concepts / fire protection certificates in the building approval process instead of the building supervisory authority.
The application must be accompanied by the required information and evidence in accordance with Section 3 (2) of the State Ordinance on Fire Safety Inspection Experts.
In particular, these are the following documents
- Proof of citizenship,
- a curriculum vitae with complete details of the professional career and professional activity at the time of application,
- Transcripts or photocopies of university degree certificates and all certificates relating to previous employment,
- a declaration that an application has been made for a certificate of good conduct for submission to an authority (Section 30 (5) of the Federal Central Criminal Register Act) or an equivalent document from a Member State of the European Union or a country with equivalent status under European Community law; the certificate of good conduct or equivalent document should not be more than three months old,
- Proof of the existence of autonomous and independent activity, professional experience, the required specialist knowledge and the required liability insurance, whereby the existence of specialist knowledge must be proven by a certificate from an examination board appointed by the supreme building supervisory authority,
- a declaration of any participation in a company whose purpose is the planning or execution of construction projects, and
- a declaration that there are no grounds for refusal (see Section 2 (2)).
The requirements for recognition can be found in § 2 of the State Ordinance on Fire Safety Inspection Experts.
Fees are charged for participation in the recognition procedure in accordance with No. 3.4.2 of the Special List of Fees dated January 9, 2007 (GVBl. p.22), as amended, currently amounting to EUR 800.00; in addition, the costs for issuing the certificate of professional competence are charged separately as expenses (estimated cost range approx. EUR 1,000.00 to 2,500.00).
The application for recognition as an inspection expert or inspection expert for fire protection must be submitted to the highest building supervisory authority. It must state whether and how often a procedure for recognition as an inspection expert or inspection expert for fire protection, including outside the state of Rhineland-Palatinate, has been unsuccessful.

A decision on the application for recognition must be made within three months of submission of the complete application documents (Section 42a of the Administrative Procedure Act).
The recognition authority is the Ministry of Finance as the supreme building supervisory authority.
