Foreigners who have the legal status of a long-term resident in another EU member state are issued a residence permit if their stay in Germany is to last longer than three months.
Long-term residents are foreign nationals who hold a residence permit bearing the designation "Daueraufenthalt-EG" or "Daueraufenthalt-EU" in the respective official language of the issuing EU member state.
This does not apply to holders of a residence permit issued by Great Britain, Denmark and Ireland, as these EU member states do not apply the corresponding EU Directive 2003/109/EC of 25.11.2003.
The general conditions for the issue of a German residence permit, such as a secure livelihood, apply without restriction.
The residence permit allows gainful employment depending on the main purpose of the stay (e.g. study, employment, self-employment). Sections 16-21 of the Residence Act are applied analogously.

An entitlement to a residence permit only exists if a residence title with the designation "permanent residence-EU" or "permanent residence-EU" has been issued in the respective official language in another EU member state. A permanent residence permit without this addition is generally not sufficient.
Only in exceptional cases can proof of the legal status of a long-term resident be provided by written confirmation from the authorities of the other EU member state. The residence permit can then only be issued on a discretionary basis. - Permanent residence

The following fees are calculated according to the technical effort involved in issuing the residence permit:
- Adults: 50 to 110 euros for the initial issuance of the residence permit; 30 to 80 euros for each extension of the residence permit
- Minors: 25 to 55 euros for the initial issue of the residence permit; 15 to 40 euros for each extension of the residence permit
It is best to make an appointment 4 to 6 weeks before the visa-free stay (90 days) or the previous residence permit expires. As a rule, the residence permit is affixed to the passport as a label when you make an appointment. Electronic residence permits can currently only be issued in exceptional cases.
The responsibility lies with the foreigners authority of the district administration and the city administration of the independent city.
