The Rhineland-Palatinate Public Procurement Chamber examines whether contracting authorities, sector contracting authorities or concession providers have violated public procurement law when procuring works, supplies or services or when awarding concessions.

However, it is only responsible for Europe-wide awards where the EU contract values are reached or exceeded.
The request for review must be submitted in writing and should contain the following minimum information:
- Name and address of the contracting authority;
- Statement of facts;
- Description of the breaches of public procurement law;
- Submission that the obligation to give notice of defects standardized in Section 160 (3) GWB was complied with or that no such obligation existed;
- Notification of the damage suffered by the applicant.
In accordance with the Act against Restraints of Competition, costs (fees and expenses) are charged for official acts of the procurement chamber to cover administrative expenses. The minimum fee is € 2,500.00 and should not exceed € 50,000.00. The minimum fee must be paid when the application is submitted in accordance with the Rules of Procedure of the Procurement Chamber.
The applicant must submit the application for review in good time so that the awarding chamber can forward the application to the contracting authority before it awards the contract. This is because this initially results in a prohibition of the award of the contract. On the other hand, a validly awarded contract cannot be revoked. The awarding chamber generally makes and justifies its decision within a period of five weeks.
