As a contractor, you can submit tenders for public invitations to tender if you offer the advertised services.
In the public tendering procedure (national), all companies offering the desired services can submit bids. This also applies to the open procedure (EU-wide). This must be carried out if the order volume exceeds the EU threshold.
The contracting authority (awarding authority) announces the invitations to tender via special tender media.
Please refer to the tender documents to find out which documents, samples or specimens you require when submitting your tender.
Your bid must meet the requirements in terms of content and form that are described in the tender documents.
In the contract notice, the awarding authority shall provide an electronic address at which the tender documents can be accessed free of charge, without restriction, in full and directly.
The contracting authority publishes the invitation to tender in tender media, in particular on an e-tendering platform.
The awarding authority may only open the tenders after the tender deadline has expired.
It usually awards the contract in writing. This also constitutes the conclusion of a contract.
When preparing a tender, you must observe various formal and content-related requirements, for example
- adherence to the submission deadline (tender or application deadline),
- the complete entry of the required prices and
- the complete declarations and evidence required by the client.
You must also ensure that you have not made any changes to the contract documents.
If the awarding authority specifies the use of the e-tendering platform (e.g. Vergabemarktplatz RLP), this must be used. The submission of documents in paper form is then not permitted.
Please send the completed tender documents (tender or application) to the awarding office within the tender or application deadline. If the documents are returned electronically, they will be transmitted in encrypted form.
The awarding office will check the tenders received in due form and on time according to the following criteria
- completeness
- technical correctness and
- arithmetical correctness
It then informs unsuccessful bidders and makes the award publicly known.
The awarding authority must observe award and binding deadlines in the award procedure. As a rule, it sets the award period as short as possible. In the case of EU-wide procedures, the contract may only be awarded after the pre-information period has expired.
The awarding authority must allow sufficient time for tenders to be submitted and may only open tenders after the deadline has expired. As a contractor, you must therefore submit your tender within the set deadline.
Note: State tenders are generally published on the Rhineland-Palatinate procurement marketplace; EU tenders must always be published on TED. TED (Tenders Electronic Daily) is the online version of the "Supplement to the Official Journal of the European Union" for European public procurement.
Europe-wide procurement procedures can be reviewed by submitting an application to the competent procurement chamber. National procurement procedures can be reviewed by the relevant legal and technical supervisory authorities.
