If you want to work as an expert in the field of high-pressure gas pipelines, you must be recognized as an expert by the competent body.

Experts inspect high-pressure gas pipelines and their associated facilities serving the public supply prior to construction to ensure that the planned pipeline/facility complies with the quality requirements of the High Pressure Gas Pipeline Ordinance. Furthermore

High-pressure gas pipelines must be inspected by an expert or a qualified person for leaks, strength and the presence of the necessary safety equipment before they are put into operation.

A further inspection is then usually carried out within one year of commissioning.

If you want to work as an expert in the field of high-pressure gas pipelines and you are

belong to an accredited inspection body or

have the certification of an accredited certification body,

you also need the recognition of the competent body.

You can be recognized as an expert for high-pressure gas pipelines serving the public supply if you are an expert of

• of a technical inspection organization,
• a materials testing institute under public law or
• of the German Association of Gas and Water Experts (DVGW).

However, as a DVGW expert, you may only perform tests on compressor, control and metering systems.

• Certificate of successful completion of studies in a technical or scientific field at a university, college or university of applied sciences.
• For proof of personal reliability:

• If you are resident in Germany, you will generally need a certificate of good conduct for presentation to an authority (document type O).
• If you are resident abroad, you will need documents from your home country proving that you have the personal reliability to perform the requested service.

• Certificate as proof of training as an expert in accordance with DVGW worksheet G 100 or proof of membership of an accredited inspection body (e.g. TÜV, MPA or ZÜS) for checking the technical safety of high-pressure gas pipelines in accordance with the high-pressure gas pipeline ordinance
• Declaration of the employer(s) that the expert person to be recognized is in active professional life and that he/she is free from instructions of his/her superior or employer in the performance of his/her inspection activities,
• valid proof of liability insurance, either personal or related to the inspection organization, which protects the expert from possible claims for damages arising from his/her expert activities (personal injury, property damage and financial loss)
• Proof of regular participation in further training and subject-related exchange of experience.

When checking the personal reliability, the licensing authority may, in individual cases, also request further documents in addition to those listed which are suitable for making a statement about the personal reliability of the applicant.

Prerequisites for recognition are:

• They have the required expertise, reliability (personal qualities, skills, behavior) and independence.
• They must

• carry out their activities on a regular basis
• undergo regular training in accordance with the state of the art, and
• regularly participate in an exchange of experience

Is based on the respective administrative fee regulations of the state or the fee statutes of the bodies responsible under state law.
