For the construction and operation of warehouses in which explosive substances are to be stored or for significant changes to these warehouses, you require a permit in accordance with the Explosives Act.
Explosive substances have a high hazard potential. The aim of the Explosives Act (SprengG) is to protect people and property from these dangers.
Against this background, you generally need a storage permit in accordance with the Explosives Act for the storage of explosive substances. Substantial changes to an approved warehouse or significant changes to operation are also subject to approval. From the storage of a net explosion mass of 10 tonnes, you need a permit in accordance with § 4 of the Federal Immission Control Act (BImSchG). The permit according to BImSchG is then also valid as a permit according to the Explosives Act.
A storage permit may be omitted if the "small quantities" specified in the Second Ordinance to the Explosives Act (2nd SprengV) are not exceeded.
