In principle, anyone may navigate navigable waters with all vessels.
Beyond the federal waterways, no waters have currently been designated as navigable in Rhineland-Palatinate within the meaning of the State Water Act. Other waters may be navigated with non-motorized watercraft such as paddle boats or canoes, unless this is prohibited or restricted for nature conservation or water law reasons. In exceptional cases, however, motor-powered vehicles may be permitted to sail on these waters by way of a revocable permit in accordance with Section 42 (4) LWG.
Such a permit shall not be required if the navigation of a non-navigable body of water as a common use is authorised by the competent water authority.
An application is required that includes information about the vessel, the route (map) and the frequency of trips. Due to the necessary involvement of other authorities, the application documents must be submitted in at least three copies. Further details of the application documents must be agreed in advance with the upper water authority.
The fees are set in accordance with the applicable schedule of fees for measures in the traffic administration.

The respective fee in each individual case is determined taking into account the period of validity of the permit and the purpose pursued by the driving.
In addition, there are expenses for the involvement of other authorities.
Since a non-navigable body of water may only be navigated after a permit has been obtained, the application for authorisation must be submitted in good time before navigating non-navigable waters. Due to the necessary involvement of other authorities, a processing period of at least two months can be assumed.
The competent authority is the upper water authority (Structure and Approval Directorate North or Structure and Approval Directorate South), which decides in agreement with the Landesbetrieb Mobilität Rheinland-Pfalz (LBM).
