§ 31 Animal Welfare Laboratory Animal Ordinance (TierSchVersV)

If you want to carry out animal experiments, you generally need a permit from the competent authority before the start of the experiment.

Animal experiments are interventions or treatments

• for experimental purposes on animals where they may cause pain, suffering or harm to those animals;
• for experimental purposes on animals which may result in the birth or hatching of animals suffering pain, suffering or harm;
• for experimental purposes on the genetic material of animals, if they may be associated with pain, suffering or damage to the mutagenic animals or their carriers,
• which are carried out for the manufacture, extraction, storage or reproduction of substances, products or organisms, or

are removed, in whole or in part, by organs or tissues for scientific purposes or for education, training or further education purposes.

• List of literature citations (if not included in the text)

• If applicable, form "Repeated use of primates"
• Load table
• Score Sheet
• Recording model according to § 9 para. 5 Animal Protection Act
• If applicable, personal sheets
• Evidence of the training as well as the knowledge and skills and animal experimentation experience of the persons involved

• The experiment is essential and cannot be replaced by alternative methods. It has not been carried out in this way so far, a gain in knowledge is plausibly demonstrated.
• Personnel requirements are met: If you manage, plan and carry out animal experiments, you must demonstrate expertise, in particular with regard to the stressful interventions and treatments, related to the procedure and the animal species
• necessary facilities, equipment and other material resources are available
• for animal experiments carried out in laboratory animal facilities, a permit is required for the corresponding animal species in accordance with the Animal Welfare Act.

Depends on the respective administrative fee schedule of the state or on the fee statutes of the competent authorities under state law.

After you have submitted the required documents, they will be checked for formal completeness. You will receive a formal acknowledgment of receipt. Subsequently, the application will be submitted to the Commission for review at the next possible meeting. The opinion of the Commission shall be duly taken into account in the examination by the competent authority. In addition, an opinion from the responsible animal welfare officer is obtained. If you have any queries or need clarification, you will be asked to comment in writing before a final decision is made.

The competent authority must notify you of a decision on the application within 40 working days of receipt of an application that complies with animal welfare requirements. The deadline can be extended once by up to 15 working days. The clarification of open questions also leads to a suspension or suspension of the deadline. Even after expiry of the above-mentioned period, the experimental project may not be started until a permit has been obtained.

Missing documents will be requested. The deadline for a decision on the application only counts from the date on which all the necessary information has been provided.

They are not allowed to start the animal experiment until they have received the permit.
