As a sponsor of facilities where animal experiments and similar activities are performed, you must appoint one or more animal welfare officers and notify the competent authority of the appointment.

If you want to carry out one of the activities listed below, you must appoint one or more animal welfare officers as the institution's owner or as the person responsible for the operation and notify the competent authority of the appointment:

• Vertebrate animals or cephalopods are bred, kept or used that are intended to be used in animal experiments;
• vertebrate animals or cephalopods are bred, kept or used whose organs or tissues are intended to be used for scientific purposes;
• vertebrate animals are killed in order to use their organs or tissues for scientific purposes;
• organs or tissues, in whole or in part, are removed from living vertebrates for the purpose of transplanting, culturing, or studying isolated organs, tissues, or cells for purposes other than scientific research.

• Documents showing that the appointed person fulfills the requirements (university degree, acquisition of appropriate knowledge and skills in the field of laboratory animals)
• Information on the position (freedom from instructions) and powers of the animal welfare officer.

Reference: A copy in the original language and a copy of a German translation of foreign language documents are required. Translations must be made by a publicly appointed or sworn interpreter or translator.

The animal welfare officer

• is not subject to directives in the performance of his or her duties,

• has a university degree in veterinary medicine, medicine or biology - specializing in zoology

• is not at the same time responsible for keeping or breeding animals in the facility (exceptions may be permitted in individual cases)
• possesses the professional knowledge and skills required to perform the duties,
• has the necessary reliability and
• may not at the same time be responsible for animal experiments which he himself carries out.

The competent authority may permit exceptions in individual cases.

If several animal welfare officers are appointed, their areas of responsibility must be defined.

There are no fees per se.

However, fees may be charged in accordance with the relevant cost or fee schedule.

Appointment

Before commencing the activities in question, determine the persons to be appointed as animal welfare officers.

• The position and powers of the animal welfare officer shall be regulated by statutes, internal instructions or in a similar form.
• If several animal welfare officers are appointed, their areas of responsibility shall be defined.

Notification

As the person authorized to represent the facility, inform the upper animal protection authority informally in writing which persons have been appointed as animal protection officers.

You submit the signed notification with the required documents by mail to the responsible office.

Processing time is about 1 month.
