If you want to keep dogs commercially, you need a permit from the competent authority.

Requirements:

• The person responsible for the activity must have the professional knowledge and skills required for the activity on the basis of their training or their previous professional or other dealings with animals. Proof of this must be provided on request in a technical interview with the competent authority.
• The person responsible for the activity must have the necessary reliability.
• The rooms and facilities used for the activity must allow the animals to be fed, cared for and housed in accordance with the legal requirements.

The permit may be granted subject to time limits, conditions and requirements, insofar as this is necessary for the protection of the animals.

The application must be accompanied by evidence of compliance with the legal requirements regarding

• the personal expertise of the responsible person and
• the suitability of the rooms and facilities

be enclosed.

The permit is subject to a fee. The fees are determined in accordance with the Thuringian Administrative Cost Regulations for the Ministry of Social Affairs, Family and Health in conjunction with the Administrative Cost Schedule issued for this purpose (Part C No. 3).

No time limits are provided, but the activity may only be started if a valid permit has been obtained.
