The permit can be limited to individual dangerous substances and preparations or to groups of dangerous substances and preparations. It may be granted subject to conditions. Conditions may also be imposed subsequently.

The following do not require a permit

• Pharmacies,
• manufacturers, importers and distributors who supply substances and preparations in accordance with paragraph 1 only to resellers, professional users or public research, testing or teaching institutes.

Fees are incurred in accordance with the Annex to § 1, Part A, Section 3, Item 4.2 of the ThürVwKostOMLFUN.

Sufficient expertise is a prerequisite for the permit. If the entrepreneur is not competent himself, persons with expertise must be employed in his company who are competent for the corresponding activities. Other persons have to pass an additional examination for expert knowledge at the competent authority.
