The Recognition is granted upon written application of the provider for the provider and its assessment centers, if the requirements of Annex 14 to the Driving License Ordinance as well as the Guideline on the Requirements for Providers of Assessment Centers for Driving Fitness (§ 66 FeV) and their assessment by the Federal Highway Research Institute (Bundesanstalt für Straßenwesen), as amended from time to time, are met.

When submitting the application, which must be signed by a person authorized to represent the institution, the following documents must be attached:

1. evidence of the legal form of the executing agency, name of the legal entity,

2. information on the organization and management of the institution (organization chart and details of key positions in the management of the institution, powers and responsibilities), its activities and its relations with a superior organization,

3. addresses of all assessment bodies in the area of responsibility of the respective recognition authority,

4. if other recognition has already been granted, a list of existing recognition decisions, stating the recognition authority, file number and date of recognition; copies of the decisions must be submitted upon request.

Recognition is granted or extended if

1. the financial and organizational capacity of the provider is ensured,

2. the staffing with a sufficient number of medical and psychological experts is ensured,

a) Requirements for the medical expert:

aa) physician with at least two years of clinical practice or specialist (especially internal medicine, psychiatry, neurology),

bb) in addition, at least one year's experience in assessing the fitness of drivers in an assessment center for fitness to drive,

b) Requirements for the psychological assessor:

aa) diploma or an equivalent master's degree in psychology and at least two years of practical professional experience (usually in clinical psychology, industrial psychology),

bb) additionally at least one year of practice in the assessment of the fitness of drivers in an assessment center for driving suitability,

cc) sitting in on a complete course for the restoration of fitness to drive (§ 70) in the absence of knowledge and experience in the implementation of these courses,

3. the institution proves for all assessors the fulfillment of the requirements for annual continuing education in accordance with the guideline under § 72 paragraph 2 number 1,

4. an officially recognized expert or examiner for motor vehicle traffic is available,

5. the material equipment with the necessary premises and devices is ensured,

6. the provider of assessment centers for fitness to drive is not at the same time a provider of driving training measures or courses for the restoration of fitness to drive, and does not carry out any measures to change behavior and attitude in preparation for an assessment of fitness to drive,

7. the suitability of the psychological testing procedures and devices used has been confirmed by an appropriate independent body,

8. the provider of assessment centers for driving suitability proves the fulfillment of the requirements of the guideline according to § 72 paragraph 2 number 1 by means of an expert opinion of the Federal Institute (within the scope of the initial assessment, this proof is limited to the fulfillment of the requirements with regard to the documentation of the quality management and the spatial, material and personnel equipment); if the provider is already fully recognized, a new expert opinion does not have to be submitted as a rule, the last available expert opinion of the Federal Institute is sufficient,

9. the participation of the executing agency in a regular and nationwide exchange of experience under the direction of the Federal Agency is ensured,

10. the economic independence of the appraisers from the results of the appraisals is guaranteed, and

11. the applicant, or in the case of legal entities, the persons appointed to represent them by law or by their articles of association, have the necessary reliability for the activity.

According to No. 214.1 Fee Regulations for Road Traffic Measures (GebOSt): 128.00 Euro to 2 556.00 Euro

Recognition shall be limited to a maximum of ten years. It shall be renewed on application for a maximum of ten years at a time.

Objection, lawsuit

Institutions of assessment centers for driving suitability and their assessment centers must be recognized by the Thuringian State Administration Office (Ref. 520).
